1. Clear applicable groups and conditions
Identity requirements: Must hold Turkish citizenship, regardless of whether obtained by birth, naturalization, or investment.
Residence requirements: Must have a legal residence in Turkey and submit the visa application through the Turkish consulate.
Application record requirements: Must not be a first-time Schengen visa applicant, and previous Schengen visa applications made in Turkey must have been approved.
2. Specific content
This provision (based on EU regulations (EC) No 810/2009 and (EU) 2016/399) has specially relaxed the approval rules for multiple-entry Schengen visas (MEV) for Turkish citizens, simplifying the visa validity extension mechanism.
Prerequisites:
• Applicants must meet the basic entry requirements for Schengen (no security risks, sufficient funds, travel medical insurance, etc.).
• The validity of the Turkish passport must cover the validity of the visa.

Progressive extension: The visa validity will be upgraded from 6 months to 1 year, then to 3 years, and finally to 5 years, without the need to repeatedly submit complex documents.

After obtaining a multiple-entry Schengen visa, holders can freely travel to 29 Schengen member countries within the validity period without needing to apply for a visa again. The member countries applicable to this policy are: Portugal, Greece, Malta, Spain, Germany, France, Netherlands, Belgium, Luxembourg, Italy, Austria, Hungary, Denmark, Norway, Sweden, Finland, Iceland, Switzerland, Lithuania, Latvia, Estonia, Poland, Czech Republic, Slovakia, Slovenia, Liechtenstein, Croatia, Bulgaria, and Romania.

Non-Turkish citizens (third-country residents) residing in Turkey, as well as Turkish truck drivers subject to industry regulations, are not included in the scope of this policy.
