According to reports, this criminal group had been operating for about a year and a half, arranging at least 22 applications. The Immigration Department initially estimated that each application, along with subsequent services, charged up to 2.5 million Hong Kong dollars, involving a total amount of 55 million Hong Kong dollars. Among those arrested, five members of the Hong Kong criminal group, including one mastermind, were aged between 42 and 56. The 13 mainland residents arrested were aged between 27 and 47.
The Assistant Chief Immigration Officer of the Immigration Department, Xu Zhijian, stated that the criminal group actively contacted individuals interested in residing in Hong Kong by tracking posts on mainland social media that introduced information about Hong Kong, promoting a "one-stop" service package that included forging overseas university degrees and providing false employment certificates to assist in submitting applications. Xu emphasized that the Immigration Department would strictly review every visa and entry permit application and strengthen random checks.
The Immigration Department of the Hong Kong Special Administrative Region once again reminds all visa applicants that the eligibility and approval criteria for the "Quality Migrant Admission Scheme" are streamlined and clear, with a transparent system. Providing false information to the Immigration Department is a serious crime, and applicants may face criminal liability at any time. Even if the application is submitted through an intermediary, applicants must ensure that the information provided is accurate, complete, and truthful. If the application involves false documents, the applicant may also bear criminal responsibility. Anyone who obtains Hong Kong residency through deceptive means will have their Hong Kong identity card and residency status revoked by law, and those involved will ultimately be repatriated to their place of origin.
