• Adult Dependent Applicant: The government application fee has decreased from EUR 10,000 per person to EUR 7,500 per person
• Fee for each additional dependent added after the issuance of the permanent residence certificate: EUR 7,500
• Unified government contribution for property rental or purchase: EUR 37,000

New 1-Year Temporary Residence Permit
The new regulations stipulate that after passing the background check, applicants will be eligible to obtain a one-year temporary residence permit, allowing them to enter residence status in advance. The specific requirements are as follows:
• After obtaining the temporary residence permit, the applicant must submit all required documents within 6 months;
• If the applicant successfully receives approval in principle and completes all compliance obligations, the temporary permit will automatically convert to permanent residence;
• If the application is rejected, the temporary permit will be automatically revoked within 15 days after the rejection notice is issued.
This is undoubtedly a major optimization of the application process. For applicants who wish to enter Malta as soon as possible to conduct business or arrange for their children's education, this reform provides a valuable opportunity to "get a head start."
Relaxed Accompanying Standards
Parents/grandparents of the main applicant and spouse who are not in full-time employment may accompany the application (proof of financial dependency is still required)
Upgraded Property Rental Flexibility
• Applicants who purchase qualifying property may temporarily rent out the property while not residing in Malta
• Those who lease qualifying property may sublet the property after completing the first five-year period and obtaining the landlord's consent
This reform provides applicants with more flexible and diverse ways to utilize their assets.
As a "four-in-one" country, Malta holds the status of an EU member state, a Schengen Area member, a Commonwealth member, and a Eurozone country, making it an ideal destination for many immigrant investors.
