The Portuguese Golden Visa is on the verge of closure
The "Golden Timeline" for real estate investment immigration is counting down
Opportunities to obtain an EU passport through property purchase are becoming scarce
The time to catch the last train to the EU is now
Please seize this final investment opportunity
The Portuguese government has recently submitted a new proposal to amend the "Mais Habitação" (More Housing) legislative plan, which includes details regarding the Golden Visa. The proposal is currently under parliamentary discussion. Until the final legislation is enacted, the immigration authorities continue to accept Golden Visa applications as usual.
According to the Portuguese government's proposal, it will no longer be possible to obtain a Golden Visa through real estate investment (in any existing form) or capital transfer (transferring 1.5 million euros in deposits to Portugal). The Portuguese government stated that the purpose of this proposal is to terminate Golden Visas directly related to real estate, while retaining investments aimed at job creation, venture capital funds, and research and development activities.
It should be noted that the above content is still only a proposal, and the specific terms of the new regulations remain subject to final approval. The date for the final vote is not yet determined, and after the President's approval, the new law will require an official publication date to take effect. Therefore, applications submitted now remain valid until the new law is officially promulgated.
As is well known, since the launch of the Portuguese Golden Residence Permit policy, it has been highly favored by investors, attracting over 7 billion euros in foreign investment. In the "2023 Global Residence Program Index" ranking, the Portuguese Golden Visa topped the list. The Portuguese Golden Visa program has consistently been popular among investors due to its simple application requirements, such as no language, academic, or source of funds requirements, and the benefit of allowing three generations of a family to immigrate with a single application.
For investors, purchasing property in Portugal not only meets their residential needs but also satisfies their requirements for investment, retirement, children's education, and asset allocation. By investing from 280,000 euros in property, the whole family of three generations can apply for Portuguese Golden Residence status, enjoying Portugal's generous social welfare and high-quality educational resources, and free travel across 27 Schengen countries. Furthermore, upon meeting the relevant conditions, children can participate in the Joint Entrance Exam for Overseas Chinese Students, allowing them to easily enter prestigious 985 and 211 universities with lower scores and enjoy mainland higher education—truly a multi-purpose solution! More importantly, after holding a Portuguese Golden Residence Permit for 5 years and meeting the low residency requirement of 7 days per year, one is eligible to apply for Portuguese citizenship, obtain a Portuguese EU passport, and enjoy the generous benefits of EU citizenship.
With the Portuguese Golden Visa nearing closure and the Portuguese government continuously signaling a tightening of real estate investment, the Portuguese property market remains hot. According to the Eurostat House Price Index, house prices in the Eurozone in the second quarter were 9.3% higher than in the same period last year. Among the 27 countries that make up the European Union (EU), the increase in house prices was even higher, reaching 9.9%. Portugal exceeded the European average, with house prices rising by 13.2% during this period.
For those interested in immigrating to Portugal, it is crucial to plan early, seize the current opportunity to obtain an EU passport through property purchase, and grasp the policy window. Time is of the essence to ensure submission before the new policy is announced and takes effect.
