Since March 2020, against the backdrop of the COVID-19 pandemic, the Portuguese government has taken timely and decisive action to effectively manage the rapid spread of the virus. Regarding the expiration of residency cards for immigrant investors during the pandemic, the Portuguese government has also adopted very humane extension measures.
Previously, the Council of Ministers passed and issued Decree-Law No. 87-A/2020, which stipulated that due to the impact of the pandemic, all documents expiring on or after February 24, 2021 (including Portuguese citizen ID cards, documents issued by Portuguese civil registry and civil identification services, driver's licenses, and residence permits/visas for stay in Portugal) would have their validity automatically extended until March 31, 2021. This decree applies to holders of Golden Residence Permit cards.
As the March 31, 2021 expiration date approached, the Portuguese government recently issued Decree-Law No. 22-A/2021, which stipulates: Due to the impact of the COVID-19 pandemic, the government has once again extended the validity of documents, including identification cards, certificates, authenticated documents, stay permits, and residence permits, with the validity automatically extended until December 31, 2021.
In addition to the humane measure of extending the validity of residency cards multiple times, the Portuguese Immigration and Borders Service (SEF) has opened 16,000 slots for online residency renewal. According to the official SEF website, in order to ensure compliance with safety rules and mitigate the consequences of the health emergency, as part of a simplified procedure, SEF has opened approximately 16,000 slots for online automated residency renewal. Any temporary residence permit expiring between April 1, 2021, and June 30, 2021, is eligible for application. It should be noted that 5-year permanent residency and Golden Residence Permits are not included.
The online residency renewal initiative significantly reduces the need for face-to-face services at various immigration offices, thereby reducing the spread of the COVID-19 virus.
