Recently, the U.S. Department of State publicly disclosed that it has launched special enforcement actions in multiple regions across Europe and Africa targeting activities related to "birth tourism in the U.S.", and announced the dismantling of several cross-border organizational networks and the revocation of U.S. visas for hundreds of individuals involved.

Public information indicates that this round of operations covers multiple regions in Europe, West Africa, and North Africa, involving a total of over 600 cases. Among them:
• In Europe, more than 400 suspected cases have been identified since 2024, with at least 6 related service agencies tracked;
• In West Africa, an organized birth tourism network involving over 100 people was uncovered;
• In North Africa, through data analysis and inter-agency collaboration, the U.S. visas of over 100 related parents were revoked.
Meanwhile, the U.S. Department of State has once again publicly emphasized: foreign citizens must not apply for U.S. tourist visas primarily for the purpose of obtaining U.S. citizenship for their children.

Visa authenticity scrutiny is being continuously strengthened
Compared to the revocation of hundreds of visas, what is more noteworthy is the enforcement method publicly disclosed by the U.S. Department of State this time.
Official information shows that consular departments are working with law enforcement agencies to identify organizational networks suspected of abusing the visa system through: data analysis, application record comparison, cross-regional collaboration, and association information identification.
From the public statements, regulatory focus is not only on the application materials themselves but also increasingly on whether there is consistency between the applicant and their actual behavior in the U.S.
The primary targets of this crackdown are not the result of a child being born in the U.S., but rather the following actions present during the application process:
Concealing the true purpose of travel to the U.S.; submitting false information; accepting packaging by intermediaries; using a visa type that does not match the actual purpose.
The U.S. Department of State has reiterated: "A U.S. visa is a privilege, not a right."
This statement implies that visa approval involves not only qualification review but also emphasizes the alignment between the purpose of the application and actual behavior.
For future applicants, whether for tourism, visiting relatives, medical treatment, education, or other arrangements in the U.S., truthfully explaining plans and maintaining consistency between application content and actual use will become increasingly important.
Plan compliant status paths in advance
Seize the initiative for the future
For those who truly wish to study, work, develop a career, or conduct family planning in the U.S. for the long term, this incident also releases a noteworthy reminder:
Rather than building long-term development on temporary status, one should learn about long-term status paths under the existing U.S. legal framework earlier, complete status planning through compliant and stable means, and reserve space for future educational choices, career development, entrepreneurial arrangements, and family planning.
It is precisely for this reason that for families with long-term plans to go to the U.S., the new EB-5 investment immigration policy is becoming one of the compliant status paths receiving continuous attention.
• Seize the no-backlog window: Invest from USD 800,000 to quickly obtain a U.S. Green Card for the whole family. Currently, under the new law, rural projects still enjoy the benefits of "no backlog & priority processing".
• Concurrent filing mechanism: For applicants already in the U.S., the new policy allows for the simultaneous filing of I-526E (Immigrant Petition by Regional Center Investor) and I-485 (Application to Register Permanent Residence or Adjust Status). Quickly obtain a Combo card (EAD + Advance Parole), enjoy Green Card benefits in advance, and achieve legal employment and free entry and exit.
• Green Card for the whole family: One person applies, and the spouse and unmarried children under 21 can obtain a Green Card simultaneously.
• Relaxed thresholds: No requirements for education, language, age, or business background.

The "930" window is approaching, and status planning has entered a critical decision period
The phased window of the new EB-5 policy is not permanent. As the number of applications grows, the quota may be gradually consumed, and there is a possibility of entering a backlog later. At the same time, the grandfather clause will expire on September 30, and the minimum investment amount is expected to increase on January 1, 2027.

Investment families who want to seize the opportunity for U.S. status planning are facing an important decision node. The roadshow for the "Marriott Lakeview Resort" EB-5 project, exclusively represented in Greater China by WorldWay and jointly created with the U.S. multi-billion dollar fund Peachtree Group, is in full swing. The Shenzhen stop on June 7, the Hong Kong, China stop on June 12, and the Shanghai and Qingdao stops on June 13 received enthusiastic responses. Next, the roadshow will be held in Beijing on June 14.
