The U.S. Department of State's Visa Office has officially released the immigrant visa bulletin for the second month of the 2026 fiscal year (November 2025). Under the old law, there are no changes to the EB-5 Final Action Dates (Chart A) or Dates for Filing (Chart B) this month. Under the new law, EB-5 reserved visas remain current with no backlog. Chart B is open.

Latest results show:
• Chart A remains unchanged; direct investment projects (C5 and T5 categories) and non-reserved regional center project categories (I5 and R5) remain at December 8, 2015.
• Chart B remains unchanged; direct investment projects (C5 and T5 categories) and non-reserved regional center project categories (I5 and R5) remain at July 1, 2016.
• EB-5 reserved visa categories (20% for rural projects, 10% for high-unemployment area projects, and 2% for infrastructure projects) currently remain current with no backlog.
Chart A: Final Action Dates For Employment-Based Preference Cases
(Note: U.S. Consulate interview & USCIS filing of AOS adjustment of status application)

Chart B: Dates For Filing Of Employment-Based Visa Applications
(Note: For those legally residing in the U.S. meeting relevant conditions, filing AOS adjustment of status application with USCIS)

In addition, USCIS has officially announced that Chart B is open for November 2025.

For the non-reserved categories of EB-5 regional center projects, the priority date for applicants born in mainland China is December 8, 2015. Investors who have received I-526 approval and have a priority date earlier than December 8, 2015, may proceed to the final consular interview stage or file an I-485 adjustment of status application in the United States. For investors who have received I-526 approval and have a priority date between December 8, 2015, and July 1, 2016, it is recommended to pay fees and submit Form DS-260 and supporting documents to the NVC for review as soon as possible to obtain a documentarily qualified letter. The NVC visa teams across all Worldway Group offices will continue to initiate client screening, contact relevant law firms, submit NVC visa applications for eligible applicants, and provide interview coaching as always.
Furthermore, according to the latest November 2025 visa bulletin, EB-5 reserved visa categories for investors born in mainland China remain current with no backlog.
However, it should be noted that visa quotas are being continuously consumed, the risk of future backlogs is rising, and the window of opportunity has entered its "second half." Now is the golden opportunity to board the "express train" of the EB-5 new policy with no backlog! Market and Approval Trends:
The Tug-of-War Between Fast and Slow
According to EB-5 application data for the third quarter of fiscal year 2025 (April-June 2025) released by Invest In the USA (IIUSA):
• Approvals are "faster": The number of I-526E approvals continues to grow, and the approval process is accelerating.
• Quotas are "tighter": Geometric growth in demand means the probability of future backlogs is rising.
For applicants, this is not a "panic signal" but a contest between "fast and slow." Accelerated approvals are a sign of strong market demand and a prelude to an impending backlog.
Investors are advised to submit applications as early as possible to lock in a priority date:
✅ Select high-quality projects: Especially rural projects;
✅ Concurrent filing: Submit I-526E + I-485 simultaneously to seize the advantage in status.
Based on Worldway's past cases, many clients have obtained their "small green card" through "concurrent filing" in about 3 months, enjoying "green card" benefits in the U.S. in advance and achieving freedom in life, employment, and education. Many clients have even successfully received I-526E approval in 5-8 months—the speed is astonishing! Interested investors, please act quickly.
It is worth noting that the countdown to the final year of the EB-5 grandfathering provision has begun (expiring September 30, 2026). Applications submitted before this date will be protected by current policies. Opportunities are fleeting; the earlier you submit, the more secure you are!

According to the new regulations on the Child Status Protection Act (CSPA) age calculation method announced by USCIS in August 2025, Chart B (Dates for Filing) cannot lock in age; only Chart A (Final Action Dates) can lock in age. To help parents quickly calculate whether their children are overage, Worldway has specially launched a "Child Overage Self-Test Form." Worldway's professional immigration consultants/customer service will conduct precise assessments based on the specific circumstances of your case (child's date of birth, priority date, immigration category, etc.) to calculate your child's CSPA age under the new regulations and determine the risk of being overage! Immigration investment is all about selection. EB-5 investment immigration prioritizes the project. Currently, the hot-selling "Great Smoky Mountains Marriott Hotel" and "Florida Lakeside Jewish Community" EB-5 rural projects are highly sought after.
