Recently, the Director of Immigration of the Hong Kong Immigration Department (ImmD) held a press conference to review the department's work over the past year and look ahead to the future. At the same time, the latest progress on the 2024 talent visa schemes was released, with a series of key data points demonstrating Hong Kong's significant achievements and positive changes in talent acquisition.
Attracting Talent to Become a Global Talent Hub
To align with the SAR Government's proactive efforts to attract and retain talent and to develop Hong Kong into an international talent hub, the Immigration Department has continued to implement optimized talent admission schemes. The department has increased manpower and streamlined vetting procedures to accelerate the processing of applications; meanwhile, it has also leveraged technology to enhance electronic services, making the submission of visa applications more convenient.
The Director of Immigration stated that in 2024, a total of nearly 140,000 visas under various talent admission schemes were successfully approved, an increase of 4,000 compared to the previous year!
Data shows that in 2024, the Top Talent Pass Scheme (TTPS) remained one of the projects with the highest number of applications and approvals, reaching 51,223 new applications, of which 41,057 were approved. In addition, the New Capital Investment Entrant Scheme (investment immigration) also achieved good results, with 716 applications in just a few months, 625 of which received approval-in-principle. Last year, the number of applications for the Admission Scheme for Mainland Talents and Professionals (ASMTP) reached 28,398, with 25,344 approved. The Quality Migrant Admission Scheme (QMAS) also saw 11,848 approvals.
As is well known, as a place where Eastern and Western cultures blend, Hong Kong is a highly prosperous free port and an international metropolis, often known as the "Pearl of the Orient." Together with New York and London, it is referred to as "Nylonkong" and stands as the world's third-largest financial center. Hong Kong boasts one of the world's highest levels of economic freedom, a stable financial system, a sound legal system, and low tax rates. Furthermore, due to its close cultural and linguistic ties to the Mainland, coupled with its unique geographical advantages and acclaimed medical and educational standards, it attracts numerous Mainland residents to migrate every year.
If you are interested in acquiring a Hong Kong identity, you can apply through two popular pathways: the New Capital Investment Entrant Scheme and the Top Talent Pass Scheme. The Hong Kong New Capital Investment Entrant Scheme has no scoring requirements, no quotas, no educational requirements, and no residency requirements. Upon approval, one can work or start a business freely in Hong Kong. One applicant’s approval benefits the entire family; with an investment starting from HK$30 million, the whole family can quickly obtain Hong Kong identity. The Top Talent Pass Scheme requires no investment, no prior employment offer, no asset requirements, and no scoring requirements. One person applies, and their spouse and unmarried dependent children under 18 may accompany them to freely enter and leave Hong Kong.
