Recently, the latest application data under the new EB-5 immigration law has been exposed. What are the little-known secrets hidden behind it? Let us take a look together.
Recently, the AIIA (American Immigrant Investor Alliance) obtained a new set of data from the U.S. Citizenship and Immigration Services (USCIS) through the Freedom of Information Act. This data covers EB-5 visa application statistics from approximately April 2022 to March 2024, allowing investors to observe general application trends.
EB-5 Rural Project Applications Are Increasing Rapidly
Data shows that while overall demand for urban projects remains higher than for rural projects, the number of applications for rural projects is increasing rapidly. As of November 2023, high-unemployment area projects accounted for 63%, making them the primary category for EB-5 visa applications during that period, while rural area project applications accounted for only 32%. However, from the beginning of the 2024 fiscal year through March 2024, applications for high-unemployment area projects were at 52%, while applications for rural area projects surged to 46%, indicating a growing interest among investors in rural area projects.

Chinese Applicants Account for the Largest Proportion
Between April 1, 2022, and approximately March 2024, a total of 4,508 EB-5 visa applications were received. In terms of applicant countries, China and India continue to be the largest sources of demand for the EB-5 program. In addition, applications from Taiwan, South Korea, Vietnam, and other countries and regions have also maintained strong momentum, demonstrating the global appeal of the EB-5 program.

From the enactment of the new law through April 2024, China led the way in EB-5 rural area projects with 1,193 applications, demonstrating the preference of Chinese investors for rural projects. India followed with 280, a number far lower than that of Chinese applicants.
At the same time, since the implementation of the new law, looking at the total volume of I-526E filings by country, China has the highest demand. Investors from China have submitted the most I-526E applications, accounting for approximately 58%. Furthermore, the number of applications for urban projects is higher than that for rural projects.

Starting from the 2024 fiscal year, the number of Chinese investors applying for rural projects has already exceeded those for urban projects.

EB-5 Rural Project Quotas Are Sufficient; Urban Project Quotas Are Insufficient, Facing Serious Backlogs
As can be seen from the data above, the demand for EB-5 among Chinese applicants remains very high, and more and more investors are choosing rural projects. The AIIA data also reflects this; one and a half years after the implementation of the new law, the proportion of those choosing rural projects has increased from 32% to 46%, and this proportion is bound to continue to rise. However, for now, rural projects remain a prudent choice.
Assuming an average of 2 visa requirements per applicant family, as of approximately March 2024, there were 1,694 global applications for rural projects, with an estimated visa demand of 3,388, while the remaining available visas for the 2025 fiscal year are 886. There were 2,786 applications for urban projects, with an estimated visa demand of 5,572, while the remaining available visas for the 2025 fiscal year are -3,435! It is evident that, looking solely at the quota factor, rural projects have more sufficient spots, whereas for urban projects, demand far exceeds visa supply, and the quota is already severely insufficient. It is speculated that they are highly likely already facing serious backlogs.

In addition, the new EB-5 law stipulates that only rural projects within regional centers enjoy "priority processing," and USCIS is also implementing this "priority processing policy" in the actual adjudication of I-956F and I-526E petitions. Therefore, rural projects are an excellent choice for Chinese applicants to obtain green cards quickly.
A friendly reminder: interested investors should start as soon as possible, select high-quality projects, and apply early to lock in their priority date. Seizing the current valuable window of no backlog is particularly important. It cannot be ruled out that as the number of applications for rural projects surges later on, they may face future backlogs. Submitting your application early gives you the opportunity to obtain a green card sooner.
Currently, the three top-selling boutique EB-5 projects on the market—the "Bryce Canyon Marriott Hotel," located in one of the top ten national parks in the U.S., for which Visas Consulting Group serves as the exclusive agent for Greater China; the "Florida Lakefront Jewish Community," which already has a large number of approved I-526E cases; and the "Hawaii Grays Resort Hotel," created by capital giants—are all high-quality EB-5 rural projects that have been screened and strictly vetted by the Visas Consulting Group, making them your best choice for rapid immigration to the United States.
These three boutique EB-5 projects all comply with the rural TEA project requirements under the new law. They not only enjoy reserved EB-5 visa quotas but also receive priority processing from USCIS. They offer many advantages, including no backlog, priority processing, and first-priority mortgage guarantees for EB-5 funds. With an investment starting from $800,000, one person applies, and the whole family can quickly obtain a green card. Spots are limited, so act fast.
