On April 14, local time, the Portuguese government announced the details of the proposed amendments to the Golden Residence Permit Program, including:
1. Before the government officially promulgates the new bill, all submitted applications will not be affected by the policy changes.
2. Existing Golden Residence Permit holders will not be affected by renewals (clients who submitted applications before the bill changes will still maintain the 7-day annual stay requirement).
The proposal made by the Portuguese Prime Minister on February 16 to terminate the program immediately has been rejected, which means that applications submitted after February 16 are also unaffected and will not be subject to retroactive measures!
As you are aware, on February 16, local time, the Prime Minister of Portugal announced the termination of the Golden Residence Permit policy. On the same day, the Prime Minister stated that the relevant details would be discussed over the following month and voted on at the Council of Ministers meeting on March 16, 2023; subsequently, the relevant discussions and voting were postponed to March 30. The Council of Ministers meeting on March 30 did not discuss the direction of the Golden Residence Permit policy. According to the current proposal, the Golden Visa program will be terminated after the new law takes effect.
