Recently, the Minister of Immigration, Refugees and Citizenship of Canada announced that the department will expand eligibility for Open Work Permits (OWP) to the spouses of more work permit holders. This policy is expected to benefit the family members of over 200,000 foreign workers.

Previously, only spouses of work permit holders in high-skill occupations were eligible to apply for a spousal open work permit; some holders of low-wage work permits or agricultural workers did not meet the criteria to sponsor their spouses for an open work permit. Now, Immigration, Refugees and Citizenship Canada (IRCC) has further expanded the eligibility scope, allowing spouses of workers in all occupations to apply! This is undoubtedly major positive news!
This new policy will take effect in January 2023 and will be a two-year temporary measure that gradually allows spouses and adult children of work permit holders in all skill levels to apply for open work permits. It will be implemented in three phases:
Phase one will allow family members of high-wage foreign temporary workers and those under the International Mobility Program (IMP) to apply for open work permits. Phase two will allow family members of low-wage foreign temporary workers to apply. Phase three will allow family members of agricultural workers to apply.
In announcing the policy, the Canadian Minister of Immigration expressed his vision: "This new policy will not only help address labor shortages in Canada but also make the immigration system more humane. Those who contribute to our economy should be able to be with their loved ones while they work."
This temporary policy to lift restrictions on spousal open work permit applications also demonstrates Canada's willingness to welcome more new immigrants. As a traditional major immigration destination, Canada is currently opening its doors wide to welcome immigrants. According to the "2023-2025 Immigration Levels Plan" released by IRCC, Canada will welcome 1.45 million new immigrants over the next three years, reaching a historic high!
