As of November 16, 2022, Canada has implemented a new National Occupational Classification (NOC 2021) system, and the Ontario Provincial Nominee Program has been adjusted accordingly, updating the criteria for entry and scoring. The key adjustments are as follows:

  1. Re-entry into the pool

Applications that were invited and submitted before November 16, 2022, will continue to be processed under NOC 2016.

Applicants who have not been invited and are currently in the pool must adjust their NOC codes and re-enter the pool.

  2. Changes in scoring criteria

Refinement of scores for job categories (some A-class jobs that previously scored 10 points have been reduced).

Work experience scores have been changed to work permit scores, with an additional 10 points for having a work permit.

Positions in job offers that have been held for 6 months will receive an additional 3 points.

Regional breakdown: 0 points for the Toronto area, 3 points for the Greater Toronto Area (GTA), and 8 points for outside the GTA.

  3. Language requirements for foreign categories

Language requirements are not yet implemented; the government is still reviewing and will implement them in the "coming months."

The Provincial Nominee Program will maintain that there will temporarily be no hard requirement for language scores when entering the pool after reopening on November 22, but later, language scores will be strictly required to be no lower than CLB 5.

Applicants who enter the pool before the formal language requirements are issued may still be invited even without language scores.

Breaking News: Major Reforms to the Ontario Provincial Nominee EOI Scoring System in Canada

Canada's occupational classification system is known as the National Occupational Classification (NOC). The Ontario Immigrant Nominee Program (OINP) has always used the NOC system established by the federal government's Employment and Social Development Canada (ESDC) to select candidates based on their occupations and other factors.

In the new NOC 2021, some positions that were previously classified as skill levels C and D have been reclassified under TEER 1, 2, or 3 (equivalent to NOC 2016 skill levels A or B). Therefore, some occupations have gained eligibility for the OINP pool, while others have lost eligibility (there will be 9 such occupations).

After November 16, 2022, the OINP will stop accepting Expressions of Interest (EOI) registrations and applications using NOC 2016.

The OINP system will be temporarily closed to any new applications (i.e., new EOI registrations or application submissions) from November 16 to 21, 2022, to implement the federal NOC 2021 system in the electronic application system.

During this period, individuals can still access their OINP electronic application profiles, but new operations will not be allowed.

Any EOI profiles in the NOC 2016 system will be withdrawn to accommodate the necessary changes in the electronic application system, and individuals will be required to register new EOI profiles under the NOC 2021 system. When the electronic application system reopens, all new EOI registrations and applications must comply with NOC 2021.

Note: All applications that were invited and submitted before November 16, 2022, will continue to be processed under NOC 2016.

Additionally, the reform of the EOI system is clearly moving in two directions: refinement of classifications and a focus on key industries. At the immigration consultants' meeting, the previously concerning foreign categories were also mentioned, where applicants must prove their language proficiency at Canadian Language Benchmark (CLB) 5 or above. It was clearly stated at this meeting that these proposed amendments have been published in the Ontario Regulatory Registry for public consultation, and the OINP is currently reviewing feedback. More information regarding these amendments will be available in the coming months, so please stay tuned for updates on the OINP website. The WorldWay Group will also keep a close watch and share any new information promptly.
