Good news: As of September 1, 2022, all nurseries in Portugal are free. The Portuguese government has invested 20 million euros to waive all tuition fees for children in phases 1-2 of nursery school for over 5,000 children. All age-appropriate children born in Portugal are eligible for this policy.
In addition to free nursery enrollment, the Portuguese government previously announced it would enhance family allowances. Every child, regardless of age, can receive at least 600 euros per year, with additional benefits established for children living in extreme poverty. As a high-welfare nation, Portugal places particular emphasis on child welfare, offering continuous generous subsidies and favorable policies throughout every stage from pregnancy and parenting to schooling, effectively reducing the burden on parents in every aspect. Portugal is renowned as one of the best countries in the world for raising children.
The overall education level in Portugal is quite high, with government investment in education accounting for 5.8% of its GDP annually, ranking among the top in the world. Portugal provides 12 years of free public education, which is compulsory until students reach the age of 18 and complete their secondary education (12th grade).
Primary School Phase: Portugal mandates that children must start compulsory education at the age of 6. Primary school in Portugal lasts for only 4 years. During this period (ages 6-10), the focus is on foundational knowledge, with students mainly studying core subjects such as mathematics, Portuguese, English, music, and physical education to ensure a solid academic foundation.
Secondary School Phase: This includes a 2-year preparatory stage for middle school and a 3-year middle school program. During secondary education (ages 10-15), the curriculum becomes more diverse. At this stage, Portuguese schools begin to focus on the psychological development of students, and some schools offer enrichment courses.
High School Phase: High school is a three-year program where students can choose between general high school education or vocational technical education. Compared to middle school, the cultural curriculum in high school adds elective third and fourth languages; French, German, and Spanish are favored choices among Portuguese high school students, which is why many Portuguese people are fluent in more than three languages.
University Entrance Examination: The Portuguese university entrance exam consists of both the student's annual high school academic performance and the final national examination scores. Therefore, annual performance is very important. Additionally, the exam can be taken twice a year; if students are dissatisfied with their first attempt, they can register for the second. The better of the two scores is taken as the final grade. If a student is dissatisfied with a subject's score in both attempts, they can choose to retake that subject the following year, with all national exam scores remaining valid for two years. As a result, the pressure for university entrance in Portugal is low, and the admission rate is very high.
Meanwhile, there are ample public and private universities in Portugal, and some private institutions offer dual-degree programs in cooperation with universities in the United States, United Kingdom, Germany, France, and Switzerland. Nowadays, many Chinese parents plan ahead for their children's future education and development by obtaining a second citizenship. According to the new Portuguese Nationality Act, children born in Portugal to foreign immigrants who have lived in Portugal for at least one year (holding a residence permit) can acquire Portuguese nationality. This means that children born to non-Portuguese immigrant parents after one year of legal residence in Portugal can benefit from a convenient path to citizenship and obtain a Portuguese passport, which is an EU passport. Once naturalized, children can enjoy all the benefits of Portuguese citizenship and access to EU resources.
Currently, through the Portugal Golden Residence Permit Program, investors can purchase properties starting from 280,000 euros to apply for the golden residence status for three generations of their family. They can enjoy Portugal's generous social benefits and high-quality educational resources, enjoy free travel across 26 Schengen countries, and, if specific conditions are met, children can participate in the Joint Entrance Exam for Overseas Chinese Students to enter prestigious 985 and 211 universities with lower scores, enjoying mainland China's higher education—it can be said to be a multi-faceted success! At the same time, after holding the Portuguese golden residence permit for 5 years and meeting the low-residency requirement of 7 days per year, investors are eligible to apply for naturalization in Portugal and obtain an EU passport, enjoying the generous welfare benefits of EU citizens.
