On May 17, the official website of the Embassy of the People's Republic of China in the United States of America released the "Specific Arrangements for Pre-departure Testing for Personnel Departing from the Embassy's Consular District to China." According to the requirements of domestic competent authorities, starting from May 20, 2022, the Embassy in the United States will apply the following rule adjustments when reviewing health codes:
(I) The 7-day pre-boarding nucleic acid test is cancelled.
(II) The self-health monitoring requirement is cancelled; self-monitoring before departure is encouraged.
(III) For all passengers, regardless of whether they have received inactivated vaccines, non-inactivated vaccines, or no vaccines, the testing requirement within 48 hours before departure is changed to "double nucleic acid tests," and no IgM antibody testing is required. For the "double nucleic acid tests," samples must still be collected at different laboratories, and one of the tests must be conducted within 24 hours before boarding. An antigen test must be conducted within 12 hours before boarding.
(IV) The additional quarantine requirement for disembarking crew members is cancelled, and they will be subject to the same standards as ordinary personnel traveling to China.
This adjustment is based on factors such as the epidemic situation and the characteristics of virus variants, and will be dynamically adjusted based on the epidemic situation and the status of imported cases. Personnel planning to travel to China must ensure they take protective measures before departure, consciously perform self-health monitoring, and avoid being stranded due to a positive pre-boarding test or causing imported cases after entry.
The Embassy and Consulates in the United States will formulate specific arrangements based on factors such as the specific flight schedules of the routes they are responsible for and the conditions of testing institutions. Passengers on the Dallas route should carefully read the content below in this notice.
I. Selection of Direct Flights
Passengers traveling from the U.S. to China must take direct flights. The Embassy and Consulates in the U.S. only issue health codes to passengers taking direct flights between the U.S. and China. As of now, the direct flight routes between the U.S. and China and the responsible Embassy/Consulates for health code review are as follows (please refer to airline information for flight departure status and arrival cities):
1. American Airlines: AA 127 (Dallas → Shanghai) is approved by the Embassy in the U.S.
2. Delta Air Lines: DL 283 (Detroit → Shanghai) is approved by the Consulate General in Chicago; DL 287 (Seattle → Shanghai) is approved by the Consulate General in San Francisco.
3. United Airlines: UA 857 (San Francisco → Shanghai) is approved by the Consulate General in San Francisco.
4. Air China: CA 988 (Los Angeles → Beijing/Tianjin), CA 770 (Los Angeles → Shenzhen) are approved by the Consulate General in Los Angeles.
5. China Southern Airlines: CZ 328 (Los Angeles → Guangzhou) is approved by the Consulate General in Los Angeles.
6. Xiamen Airlines: MF 830 (Los Angeles → Xiamen) is approved by the Consulate General in Los Angeles.
7. China Eastern Airlines: MU 588 (New York → Shanghai) is approved by the Consulate General in New York.
Note: The flights listed above may have "technical stops," but this does not affect their status as "direct flights."
II. Go to Designated Institutions for Testing
(I) [Designated Institutions] Designated sampling and testing institutions in Dallas: Ayass Bioscience, Realtime Laboratories
Test results from non-designated institutions will not be recognized by the Embassy or airlines. Similarly, if applying for a health code from other Consulates General in the U.S., please check the notices released by those offices and go to their designated institutions for sampling and testing.
(II) [Voluntary Choice] The above institutions were determined by the Embassy in the U.S. based on previous testing quality, after communication and the other party's commitment to sample and test according to requirements. The relevant institutions operate in accordance with local laws and regulations and have no financial relationship with the Embassy in the U.S., and their fees have nothing to do with the Embassy in the U.S., although the Embassy has urged them to charge reasonable fees with reference to industry standards. Please understand the fee standards, payment methods, timeliness of issuing certificates, reputation, and whether insurance can be used before making your own choice.
The Embassy in the U.S. will dynamically adjust the list of designated institutions based on testing quality, especially the situation of confirmed cases after entry, as well as service levels. Please pay attention to updates.
III. Testing Requirements
1. Conduct 2 nucleic acid tests at two different designated testing institutions in Dallas within 48 hours before boarding, with the second test completed within 24 hours before boarding. If the flight to China departs on June 10, the sampling time for the first test can be June 8 or 9 (any time), and the sampling time for the second test can only be June 9 (any time), and you must choose a different testing institution from the first one.
2. An antigen test within 12 hours before boarding must be completed at a designated testing institution in Dallas after 14:00 on the day before departure. If the flight to China departs on June 10, the sampling time must be after 14:00 on June 9.
