As the heart of the Mediterranean, Malta has always been a strategic hub and transit point connecting Europe, Asia, and Africa. It is also a four-in-one country: a member of the European Union, the Schengen Area, the Eurozone, and the Commonwealth. In recent years, Malta's permanent residence status has been highly favored by investors. For investors, the immigration landscape is ever-changing. It is recommended that those with immigration intentions choose suitable projects on the market as soon as possible, seize the opportunity, and apply early to cope with the risks of policy volatility! "Immigration should be done early" is not just a saying.
Following the closure of the Cyprus Investment Programme, which allowed for obtaining an EU passport in one step, the new Malta Exceptional Investor Naturalization (MEIN) policy has stricter investment requirements. For investors intending to apply for an EU passport, the paths to obtaining one are becoming increasingly narrow. Looking at the immigration projects currently launched by European countries, the Montenegro Citizenship by Investment Program remains a convenient path to quickly obtain an EU passport!
Currently, among countries with open investment citizenship programs, Montenegro is a leading EU candidate country in the target area for the EU's eighth enlargement plan—the Eastern Enlargement—and may join the EU before 2024. Montenegro's upcoming accession to the EU is clearly documented in the European Commission's new strategic decision—the Western Balkans Strategy! The launch of the Montenegro Citizenship by Investment Program has opened a shortcut for investors to obtain EU citizenship in the future, at which point the Montenegro passport held will be upgraded to an EU passport! For investors, if you missed the Cyprus EU passport program and do not want to spend a large sum of money on the Malta EU passport, then the Montenegro Citizenship by Investment Program will be a convenient way to obtain a future EU passport. Act early and benefit early!
