Recently, the Maltese government announced preliminary requirements for the new Malta Citizenship Program, which is set to be implemented on September 30, 2020. Specific operational details have not yet been released:
1. Donation of €750,000 (National Development and Social Fund) + Donation of €10,000 (Charitable Institution) + Purchase of property for at least €700,000 / Annual rent of at least €18,000 + One year of residency in Malta
Or
2. Donation of €600,000 (National Development and Social Fund) + Donation of €10,000 (Charitable Institution) + Purchase of property for at least €700,000 / Annual rent of at least €18,000 + Three years of residency in Malta
Note:
A. A total quota of 1,500, with a maximum of 400 applications approved per year.
B. The investment requirement of €150,000 in government bonds has been cancelled.
As a program offering direct, limited-quota citizenship in the EU, the Malta citizenship program has attracted global attention since its launch in 2014. Only six years after the legislation was enacted, the citizenship quota is now nearly exhausted! Price hikes! Increased residency requirements! Reduced quotas... In recent years, the threshold for investment immigration and citizenship has been continuously rising.
We advise applicants seeking EU citizenship to select a suitable immigration program on the market as soon as possible. Seizing the opportunity is the only way to mitigate the risks associated with volatile policies. The saying 'Immigration should be done early' is more than just words.
As you know, an EU passport is a collective term for passports of EU member states. There are currently 27 EU member states in total. Holding a passport from any one of these countries is equivalent to obtaining the right to work and reside in any other EU country. With an EU passport in hand, the world is at your feet: you can go to Milan for a fashion show, to the Netherlands to see tulips, to Budapest to soak in hot springs, to Greece to watch the sunset, or to Portugal to feel the sea breeze...
Planning for EU status in advance is urgent! So, what other ways are there to obtain an EU passport?
1. Cyprus Investment Program
As a member of the EU, holding a Cyprus passport not only provides visa-free access to over 160 countries and regions, but also offers a 1=31 advantage! This means that holding a Cyprus passport allows for free movement, work, residence, and study within any of the 27 EU member states, the 3 European Economic Area member states (Norway, Iceland, Liechtenstein), and Switzerland—a total of 31 European countries—while also enjoying the generous benefits of EU citizenship. At the same time, meeting certain conditions while holding a Cyprus passport can also facilitate a path to relocating to the UK.
Currently, it is an optimal time to apply for a Cyprus EU passport. Investors who purchase at least €2 million in Cyprus real estate (whether one or multiple properties) and donate €150,000 can apply for a Cyprus EU passport for three generations of their family.
2. Montenegro Investment Program
Montenegro is an EU candidate country from the EU's eastern expansion region that uses the Euro as its legal tender. Its accession negotiations with the EU are progressing smoothly and have entered the final stages! The European Commission has publicly stated that Montenegro is a country that 'could join the EU by 2025,' and a report released on the European Parliament's official website identifies Montenegro as a leading candidate for EU accession!
Currently, with an investment of at least €350,000, you can not only acquire a property with permanent ownership rights but also apply for a passport from the EU candidate country of Montenegro for your whole family, achieving a win-win for overseas property and overseas status!

3. Portugal Golden Residence Permit Program
As an EU member state, Portugal allows investors to apply for a Golden Residence Permit for three generations of their family by purchasing property starting from €350,000. This allows them to enjoy Portugal's generous social benefits and high-quality educational resources, travel freely through the 26 Schengen countries, and acquire property with permanent ownership rights—truly a multi-purpose investment!
At the same time, after holding a Portuguese Golden Residence Permit for 5 years, meeting the annual 7-day residency requirement, and passing an A2-level Portuguese language test, one is eligible to apply for Portuguese citizenship, receive a Portuguese EU passport, and enjoy the generous benefits of EU citizenship.

4. Turkey Investment Program
Turkey is one of the few European countries that is simultaneously an EU candidate, a member of the Council of Europe, and a member of the European Customs Union. It has a clear goal of joining the EU within the next 5 years, at which point its passport will be upgraded to an EU passport. Currently, Turkey is aligning itself with 'EU accession' standards in political, economic, cultural, and many other fields!
By purchasing at least $250,000 in Turkish real estate, investors can obtain a G20 country passport in one step without the need for residency, enjoying visa-free or visa-on-arrival access to 112 countries and regions worldwide, including Hong Kong, Macau, Singapore, Japan, South Korea, Malaysia, etc.
