On May 29, local time, the White House issued a proclamation signed by U.S. President Donald Trump: effective June 1, the entry of certain Chinese students and researchers into the United States will be suspended.
Who will be affected?
Chinese students and researchers holding F-1 student visas or J-1 exchange visitor visas who are associated with institutions linked to China's "military-civil fusion" strategy. The primary targets of this proclamation are graduate-level students and above; it does not include undergraduate students or those not associated with the aforementioned institutions.
Who is exempt?
U.S. Lawful Permanent Residents (Green Card holders)
Spouses of U.S. citizens or Lawful Permanent Residents
Members of the U.S. Armed Forces and their spouses or children
Individuals permitted to enter the U.S. under international agreements
Individuals whose entry has been approved by the Department of Homeland Security, the Department of State, or other relevant agencies
Individuals entering the U.S. to enforce U.S. laws, as confirmed by the Department of Homeland Security, the Department of State, or other relevant agencies
Individuals whose entry is in the national interest of the United States, as confirmed by the Department of Homeland Security, the Department of State, or other relevant agencies
