    How is the identity of overseas Chinese and returned overseas Chinese determined?

    The identification of overseas Chinese and returned overseas Chinese is carried out in accordance with the "Regulations on Defining the Identity of Overseas Chinese, Foreign Chinese, Returned Overseas Chinese, and Their Dependents" (Guo Qiao Fa [2009] No. 5) issued by the Overseas Chinese Affairs Office of the State Council. Overseas Chinese are Chinese citizens who reside abroad. "Reside" means that Chinese citizens have obtained long-term or permanent residence rights in the country of residence and have continuously resided there for two years, with a total of no less than 18 months within those two years.

    Chinese citizens who have not obtained long-term or permanent residence rights in the country of residence but have held legal residence status for five years or more (including five years) and have resided in the country for no less than 30 months within those five years are considered overseas Chinese. Chinese citizens studying abroad (including government-sponsored and self-funded) or working abroad for official duties (including expatriate labor) are not considered overseas Chinese.

    Returned overseas Chinese refer to overseas Chinese who have returned to settle in China. "Returning to settle" means that overseas Chinese have given up their long-term, permanent, or legal residence rights in the original country and have legally completed the procedures for settling in China. Foreign Chinese who have been approved to restore or obtain Chinese nationality and have legally completed the procedures for settling in China are considered returned overseas Chinese.

    What special treatment can candidates with identities such as overseas Chinese and returned overseas Chinese enjoy?

    The Ministry of Education of China has designed a special college entrance examination for overseas Chinese and students from Hong Kong, Macao, and Taiwan - the Joint Examination for Overseas Chinese Students. The four major advantages of the Joint Examination for Overseas Chinese Students are:

    1. Simple questions: The difficulty of the examination papers is far lower than that of ordinary college entrance examination papers in China. For example, in the mathematics examination, the difficulty of the questions is comparable to that of textbook examples;

    2. Low admission scores: The admission score line is far below that of ordinary college entrance examinations in China;

    3. Language advantage: This examination is set for the children of overseas Chinese, and being able to speak Chinese is a significant advantage for children of Chinese immigrants;

    4. Less competition: The number of applicants is limited each year, with nearly 300 schools participating, and the admission quotas are separate from those of ordinary college entrance examinations, resulting in less competition and a higher admission ratio.

    Eligibility for the Joint Examination for Overseas Chinese Students:

    1. Candidates must hold Chinese nationality (candidates from Taiwan can hold valid proof of residence in Taiwan);

    2. Both the candidate and their parents must have obtained long-term or permanent residence rights in a foreign country;

    3. Either the candidate or one of their parents must have resided in the country of residence for no less than 18 months within the two years prior to registration;

    4. Those who have not obtained long-term or permanent residence rights in the country of residence but have held legal residence status for five years or more (including five years) must have resided in the country for no less than 30 months within the five years prior to registration.

    Additionally, starting this year, the education bureau has strengthened the review of eligibility for the Joint Examination for Overseas Chinese Students. Overseas Chinese candidates must submit at least three types of materials to the registration point:

    1. Proof of legal relationship with one parent who has overseas Chinese status;

    2. Certification from the Chinese embassy or consulate abroad regarding the long-term or permanent residence rights of the candidate and one of their parents, or certification of legal residence status in the country of residence;

    3. Passport of the People's Republic of China.

    Although returned overseas Chinese students and overseas Chinese students can both enjoy preferential policies, there are still differences. The preferential policies for returned overseas Chinese students are as follows:

    1. For applying to ordinary higher education institutions, an additional 5 points will be added to the original score;

    2. For applying to adult colleges for associate or bachelor's degrees, an additional 30 points will be added to the original score. Associate degree graduates applying for bachelor's degrees in adult colleges will receive an additional 20 points to the original score;

    3. For applying to high schools (including secondary vocational schools, technical schools), an additional 8 points will be added to the original score.

    Previously, the Ministry of Education announced that the number of candidates for the college entrance examination in China in 2019 exceeded 10 million, setting a new historical record. The increasingly intense battle of the college entrance examination, which is fought without gunfire, has caused countless parents to worry. What can parents do for their children in the face of the college entrance examination?

    All roads lead to Rome; there are more than just the college entrance examination to enter prestigious schools. Parents have another option: achieving their children's "dream of attending a prestigious school" through reasonable identity planning! For example, investing in immigration to Greece, starting with an investment of €250,000 to purchase real estate, allows the entire family to apply for permanent residency in Greece across three generations, planning for the children's future in advance. In addition to investing in immigration to Greece, starting with €350,000 to buy property in Portugal is also a good choice. Investors can purchase real estate that is at least 30 years old or located in urban redevelopment areas and renovate it, with a total value exceeding €350,000, allowing the entire family to apply for expedited Portuguese golden residency across three generations.

    In fact, whether it is immigration through purchasing property in Greece or Portugal, it is an investment with multiple returns. Not only can one obtain permanent residency in one step, allowing family members to enjoy an international lifestyle in Europe at any time, but it can also provide children with the identity of overseas Chinese, fulfilling their dream of easily attending prestigious schools in China.

    With the changes in eligibility for the Joint Examination for Overseas Chinese Students, parents who intend to help their children gain direct access to prestigious schools in China through this examination should plan their identity early to benefit sooner.
