Recently, the U.S. Department of State's Visa Office released the EB-5 visa bulletin for October 2017, the first month of the new 2018 fiscal year. The latest results show that compared to September, the EB-5 visa final action date for the first month of the 2018 fiscal year has advanced by one week, moving from June 15, 2014, to June 22, 2014. Additionally, compared to September, Table B for the first month of the 2018 fiscal year has also advanced by one month.
Table A: Final Action Date (FAD)
(Note: For consular processing at the U.S. Consulate General in Guangzhou & filing Form I-485 for adjustment of status with USCIS)

Table B: Date for Filing Application (DFF)
(Note: For those who have obtained legal residence status in the U.S. and are filing Form I-485 for adjustment of status with USCIS)

【Worldway Interpretation】
1. Table A (FAD): Compared to September, the EB-5 visa final action date for October has advanced by 7 days, moving from June 15, 2014, to June 22, 2014.
2. Table B (DFF): Compared to September, the EB-5 visa filing date for October has advanced by one month to October 1, 2014.
It is worth noting that as the first month of the 2018 fiscal year, October 2017 has broken the stagnation of the last month of the 2017 fiscal year by advancing 7 days. This means that investors who have already received I-526 approval and have a priority date earlier than June 22, 2014, can proceed to the final interview at the U.S. Consulate General in Guangzhou or file an I-485 adjustment of status application to obtain a green card.
Special Reminder: Whether Table B is open depends on the final confirmation from the U.S. Citizenship and Immigration Services (USCIS). Based on past records, USCIS typically opens Table B in the first two months of the new fiscal year. However, Worldway will continue to monitor whether it will be open for October of the 2018 fiscal year and will provide follow-up reports to investors once official confirmation is received.
Visa backlogs are not to be feared; early application is the best strategy.
The current visa backlog is based on existing immigration policies. Although the current EB-5 backlog remains severe, the U.S. Congress has realized the importance of legislative improvements to address it. The S.727 bill proposed by Kentucky Senator Rand Paul and the "EB-5 Comprehensive Reform Act" proposed in April 2017 by Texas Senator and Senate Majority Whip John Cornyn have attempted to resolve the backlog issue at the legislative level. Specifically, they aim to clarify that EB-5 visa quotas should not count the principal applicant's spouse and children (counting only the principal applicant), effectively changing 10,000 investors into 10,000 families. As the most balanced reform proposal, John Cornyn's "EB-5 Comprehensive Reform Act" has received widespread attention in Congress and has a high probability of passing. Once passed, the backlog issue will be fundamentally resolved.
Another noteworthy solution to the backlog includes the one-time use of accumulated unused "wasted visas" from previous years. According to statistics, there are approximately 131,000 unused and wasted visas to date.
Therefore, the backlog is not to be feared. The only solution is to select a high-quality EB-5 project as soon as possible, submit your application early to enter the queue, and shorten the time gap between your priority date and the final action date.
