The World Economic Forum's Global Competitiveness Report 2014-2015 shows that Canada ranks 15th out of 144 competitive countries and regions worldwide. Canada is the most cost-competitive country among mature market economies, with business costs 7.2% lower than those in the United States. Even though Canada is a country with high welfare and high taxation, the government has introduced numerous tax incentives that are conducive to the development of small businesses and the manufacturing industry. With the gradual strengthening of Canada's comprehensive economic power, its ability to attract foreign investment has significantly increased. Canada has become a preferred choice for many investment immigrants for their overseas asset allocation.
Canada is a country with high welfare and high taxation, and the tax burden for investing and starting a business in Canada is quite heavy. High taxes often deter both foreign and domestic investors, which is detrimental to Canada's economic development. The Canadian government is also aware of the adverse effects of high taxation, and therefore, has specifically designed a number of tax incentives to support small businesses and the manufacturing industry. Canada's corporate tax incentives usually involve lowering the standard corporate tax rate, sometimes by as much as 70%, to promote business development. How to skillfully utilize the tax incentives provided by the government to reduce tax costs is an important aspect of corporate management.
Tax Incentives
Implementation of Small Business Tax Rate
Since the federal government is the largest tax collector, general tax incentive programs are designed and introduced by the federal government, while provincial and municipal governments usually provide similar tax reduction incentives to businesses. An important tax incentive provided by the Canadian federal government to businesses is the "Implementation of Small Business Tax Rate," which lowers the federal corporate income tax rate for small businesses. The basic federal corporate income tax rate in Canada is 28%, while the "Small Business Tax Rate" can reduce the federal corporate tax rate to 13% (including surtaxes). Beneficiary companies include all businesses controlled by Canadian residents. This preferential tax rate only applies to the first 200,000 Canadian dollars of profit earned from active business operations; other profits, such as income from real estate investment or interest, are not eligible for tax incentives.
Tax Incentives for the Manufacturing and Production Industry
This is another tax incentive that Canadian businesses can enjoy. Its main purpose is to support Canadian manufacturing and production enterprises and create job opportunities. If a company can simultaneously obtain the "Manufacturing and Production Tax Incentive" and the "Small Business Tax Incentive," it can further reduce the federal corporate income tax rate by 8%. In this way, the combined federal and provincial corporate tax rate is only 13 - 20%. Domestic and foreign companies in Canada can enjoy these tax reduction incentives as long as they meet the requirements.
Investment Tax Credit
To encourage businesses to invest in plants and machinery, the Canadian government has specifically established an "Investment Tax Credit." As long as the business's investment expenditure is used for product manufacturing, the company can directly deduct a corresponding proportion of the tax from its payable income tax. If a company performs poorly and has low profits, and the corporate income tax payable is insufficient to offset the investment tax credit it is entitled to, the company can carry forward this tax credit for seven years. During this period, when the company has sufficient profits, it can still use this credit. Like many other countries, Canada also has depreciation credits. Generally, machinery, plants, and other production equipment (excluding land) can receive depreciation tax incentives. The Canadian government encourages more companies to invest in high-tech research and development and allows these companies to deduct R&D expenses from pre-tax income to reduce their tax burden.
