Great news! Recently, the Parliament of Cyprus officially passed a bill: the transition period for the 5% VAT concession policy for first-time homebuyers has been extended to December 31, 2026.

In other words, the tax benefits for home purchases, which were about to be tightened, have been further extended. For those focusing on European residency planning, overseas asset allocation, and long-term family arrangements, this is not just a tax-level adjustment, but a window of opportunity that deserves close attention.

01. Core Policy Changes:
Window period extended by 6 months
Original policy requirements: Applicable to properties with building permits obtained before October 31, 2023. Tax refund applications must be submitted by June 16, 2026, to enjoy the old policy's 5% low tax rate (applicable to the first 200㎡).
After adjustment: The deadline for tax refund applications is extended to December 31, 2026.
This means:
• Homebuyers gain an additional buffer period of approximately 6 months
• More time to complete property selection, transactions, and tax planning
• Reduced risk of missing out on benefits due to time constraints
02. This extension
is a “low-cost entry” opportunity
It is important to note that this extension is not for the new policy's preferential period, but for the application window of the old policy.
Under the old policy, buyers of qualifying properties can enjoy a 5% preferential VAT rate. Under the new policy, it is calculated in segments based on property area and price: a 5% VAT applies to the first 130㎡ and the portion of the price under 350,000 EUR, while the excess area and amount are taxed at 19%.
This means that once the new policy system is fully implemented, the overall tax burden for medium-to-large properties or those with higher total prices will increase significantly. In other words, extending the transition period to the end of 2026 is essentially extending a more favorable home-buying bonus period, and it is also extending a valuable opportunity for “low-cost entry into the Cyprus market.”
03. Beyond tax advantages
Identity value is rising simultaneously
Beyond tax benefits, interest in Cyprus also stems from its ongoing progress with the Schengen system. As an EU member state, Cyprus is actively applying to join the Schengen Area and has entered the final sprint stage. Once successful, holders of a Cyprus permanent residence card will be able to travel visa-free to 29 Schengen countries, truly achieving borderless travel across Europe.
Currently, Cyprus is at a relatively critical stage: on one hand, the extension of the 5% low tax rate window provides investors with more ample time for planning; on the other hand, the continued progress of Schengen-related processes keeps the market highly focused on its future identity convenience and long-term value.
If you are interested in Cyprus residency planning, now is a window period worth focusing on. Currently, by investing 300,000 EUR or more in property, the whole family can apply for Cyprus permanent residency.
