The final rule is based on the current ASTM F833-13b standards for infant prone and sitting strollers (published by the American Society for Testing and Materials ASTM), revising the head entrapment risks related to multi-angle/adjustable armrests, and modifying the testing to adjust the product to the "most likely failure position" to detect the least safe opening methods, requiring manufacturers to label this information in the instructions or usage status.
Additionally, key safety issues in this new federal safety standard include: requirements for parking brakes, wheel and rotating component detachment, stability issues, and hazards of pinch, cut, and crush points. The effective date of 16CFR1227 is September 10, 2015, and baby strollers manufactured after this date must comply with the requirements of this regulation.
