Seeing is believing, which provides reassurance for EB-5 investors when selecting a project. Worldway Group anticipates our clients' needs and conducts on-site inspections firsthand. The "Sugar Mountain·Hilton Hotel, North Carolina" EB-5 project is progressing with visible construction speed, unlocking new surprises for investors with promising green card prospects.
Recently, Worldway Group Chairman Dr. Winner Xing led a senior executive team to North Carolina, USA, to conduct an on-site inspection of the "Sugar Mountain·Hilton Hotel, North Carolina" EB-5 rural project, for which Worldway serves as the exclusive agent in Greater China.

Walking into the construction site, one sees a busy scene: heavy machinery operating in an orderly manner, transport vehicles shuttling back and forth, and various processes advancing simultaneously, with the site running in an orderly fashion. What echoes through the valley is not just the roar of engines, but the rhythm of a project moving from blueprint to reality.

This was not a simple visit, but an on-site verification of progress, confidence, and delivery capability.
Dialogue with the Developer On-Site
The Timeline is Clearly Being Implemented
At the construction site, the Worldway team conducted an exclusive interview with the project developer's CEO, Seth Fellman. The two sides held a direct and specific discussion regarding the construction progress and key milestones that investors are most concerned about.
Seth Fellman stated that the project has completed all construction permit approvals, and the work is currently proceeding steadily according to the established plan. He introduced:
• The project held its groundbreaking ceremony on December 13, 2025, officially entering the full implementation phase.

• It is expected that the construction of the ground-level vertical structure will begin within the next 2–3 months.
• Based on current progress estimates, the project is expected to be completed in the second or third quarter of 2027.
Clear time nodes and a predictable completion rhythm make the project's execution path more transparent. For EB-5 investors, construction progress is not just a construction issue, but also concerns the certainty of their immigration status planning.
Three Years of Preparation
A Complete Closed Loop of Compliance and Permits
When discussing the cycle from land purchase to project initiation and construction, developer CEO Seth Fellman stated bluntly: “We have invested about three years in this project. For a development of this scale, a series of specialized permit approvals must be completed.”
During the project advancement process, a series of specialized permits were completed, including: water supply, sewage, U.S. Army Corps of Engineers approval, and North Carolina water quality permits, and professional engineering and construction teams were hired to systematically advance the project. Currently, all key land development rights and building permits have been obtained, which is the foundation for the project to officially start construction.
Site excavation and leveling work are currently underway, and water supply and drainage-related infrastructure are already in place. According to the current construction rhythm, the project will be completed and put into operation within a controllable timeframe.
For EB-5 investors, this “full preparation in the early stage, steady implementation in the later stage” development path is in itself an important manifestation of risk control.
The First Branded Hotel in 50 Years
Structural Opportunities in Regional Supply and Demand
Sugar Mountain is located in the heart of the Blue Ridge Mountains and is a highly representative alpine resort area in western North Carolina. Skiing, mountaineering, vacations, and regional cultural activities make it a four-season tourist destination. However, in contrast to the stable flow of visitors, the area has long lacked high-quality branded chain hotels.
This also means: Demand has long existed, while supply has long been absent. The “Sugar Mountain Hilton Hotel, North Carolina” EB-5 rural project will be the first approved branded hotel project in the Sugar Mountain area in over 50 years, and once completed, it will fill the long-standing gap in high-quality regional accommodation.
The essence of EB-5 is job creation. When demand is real, supply is long-absent, and brand value is added, the sustainability of job creation has a solid foundation.
Status Planning is a Game of Time
EB-5 is not a short-term investment, but a long-term family status layout. See the “progress,” and also see the “certainty of status.”
Against the backdrop of the current cautious U.S. immigration and investment environment, rural EB-5 projects are highly sought after due to their visa-free and priority processing advantages. Project quotas are limited, and the window of opportunity will not remain open indefinitely. Interested parties should subscribe as soon as possible!
