However, upon inspection, it was determined not to be a bomb, making it a false alarm.

According to reports, a suspicious individual was seen earlier today placing a briefcase-sized package at the Langevin Block, the Prime Minister's office building located across from Parliament Hill in Ottawa. Upon receiving the report, police arrived at the scene immediately and arrested the suspicious individual.
After being inspected by the bomb squad, the suspicious package was confirmed not to be a bomb, and all personnel returned to their offices. Prime Minister Harper was not in the building at the time of the incident. In addition to the Prime Minister's office, the Langevin Block also houses the Privy Council Office.
In addition to his office in the Langevin Block, Prime Minister Harper also has an office in the Centre Block of Parliament Hill. Today marked the first day that the Canadian Parliament resumed session after the summer break, with the Governor General reading the Speech from the Throne. The bomb scare added a minor interlude to a busy day at Parliament.
