With the gradual recovery of the global economy, domestic enterprises in the United States are beginning to look overseas, with numerous business projects awaiting investment from foreign capital to revitalize the economy and restore vitality.
The U.S. commercial financial system is quite developed, and only those enterprises that are stable, have marketable products, and possess good credit conditions can obtain loans from commercial banks and attract international funding.
Stimulated and driven by this broader environment, U.S. investment immigration projects are emerging one after another. The Comprehensive Loan Program in the Core Area of Los Angeles has arisen in response to this severe financial crisis, bringing the U.S. investment immigration (EB-5) program back into the spotlight, attracting attention and enthusiasm from various directions and demographics.
The Southeast Los Angeles Regional Center for U.S. Investment Immigration is located in the 34th Congressional District of Los Angeles. As early as 2006, the City of Vernon was approved by the U.S. Citizenship and Immigration Services to conduct investment immigration projects, with a stipulated investment amount of $1 million. This project was promoted to China, providing Chinese investors with opportunities to immigrate abroad. On September 8, 2009, the project was approved for expansion to the entire 34th Congressional District, covering ten urban areas including downtown Los Angeles, the City of Vernon, and Southeast Los Angeles, with a population of 750,000. The investment amount was reduced from the original $1 million to $500,000.
The Comprehensive Loan Program in the Core Area of Los Angeles, initiated by the domestically listed bank Wilshire State Bank located in downtown Los Angeles, first selected seven industrial clusters from all industrial groups in the 34th Congressional District, encompassing over 7,000 commercial enterprises, which account for 28% of the industrial enterprises in the entire district. From these over 7,000 commercial enterprises, excellent companies were selected as key investment targets. The bank will jointly lend the investment funds from the investment immigrants with the bank's funds to these excellent commercial enterprises, and return investor profits quarterly at an annual interest rate of approximately 1.6%. Wilshire State Bank is responsible for the entire loan process, including project selection, credit investigation, risk control, collateral guarantees, loan disbursement, and financial monitoring.
The area where the project is located includes the Los Angeles Financial and Business Center, the Industrial Center, and well-known commercial districts such as Chinatown, Little Tokyo, and Koreatown, all of which belong to the 34th Congressional District. This project is one of the few investment immigration projects in the United States located in a metropolitan area.
The project adopts the most advanced third-generation job creation model, allowing investors to know the number of jobs created 21 months after their investment without needing to provide detailed employment information such as employee tax forms. It is a project that truly does not require consideration of employee issues in the U.S. investment immigration program.
This project pioneered the joint loan model with banks, with Wilshire State Bank responsible for selecting excellent enterprises and managing the entire loan process. Investors are guaranteed returns, as the project investment funds are collected uniformly by the bank, with interest paid to investors quarterly, with an expected annual total income of 1.6% (after management fees). Therefore, investors wishing to immigrate to the United States can be completely assured.
Additionally, this project follows the U.S. attorney standard system to avoid conflicts of interest, with both parties establishing exclusive attorneys. The Southeast Los Angeles Regional Center is currently the only EB-5 project in the U.S. investment immigration program that implements a dual attorney system.
As the first Chinese entity to launch the Comprehensive Loan Program in the Core Area of Los Angeles, Worldway Immigration Agency brings favorable investment opportunities to Chinese investors and will hold a project briefing this Saturday (March 6) at 2:30 PM in the Worldway (Beijing) VIP Conference Hall.
