Canada Investment Immigration focus on immigration policy: According to a report by Canada's "Sing Tao Daily," the Quebec Immigration Ministry has announced new regulations, increasing French language requirements for skilled worker and business immigration applicants. Intermediate-to-advanced French proficiency will become the minimum threshold for application. There are no such requirements for investment immigration, but applicants with intermediate-to-advanced French proficiency may be exempt from quota restrictions.

According to the latest notice posted on the Quebec Immigration Ministry's official website on the 19th, the submission deadline for investment immigration applications that reopened on August 1st of this year has passed. A public lottery for investment immigration applications will be held on the 27th of this month, and excess applications will be returned. Quebec will select 1,750 applications for processing, with no more than 1,200 applications from any single country. Applications must have been received between August 1st and August 16th. If an applicant is fluent in French and reaches an intermediate-to-advanced level (requiring submission of language test scores), they may be exempt from quota restrictions.
According to statistics, Quebec has received 5,400 applications and will select 1,750 for processing, resulting in a selection rate of 32.4%.
According to the website, the new regulations are effective from August 1st of this year to March 31st of next year. The public can browse the website for details.
The new regulations state that the French language scoring requirements for skilled worker and business immigration applicants have been increased, with intermediate-to-advanced French language proficiency becoming the minimum threshold for application.
French writing skills of the principal applicant may be included in the scoring. If an applicant obtains language points through a standard French test, the test must reach an intermediate-to-advanced level; if an applicant obtains language points through their educational background, the minimum requirement is the completion of three years of secondary education or three years of higher education taught in French.
The intake quota for Quebec skilled worker immigration is 20,000, and excess applications will be returned. However, applications including the Quebec Experience Program, those with a valid Quebec job offer, applications already notified as formally accepted by the Immigration Ministry for permanent resident visas, and temporary residents who meet the conditions for submitting a Quebec Selection Certificate are exempt from quota restrictions.
