The U.S. Department of State's Visa Office has officially released the immigrant visa bulletin for the first month of the new 2026 fiscal year (October 2025). Information regarding EB-5 investment immigration visas is of particular interest. Please join the Worldway Group for a closer look.
Status of EB-5 Visa Retrogression
The latest results show that Table A remains unchanged, with direct investment projects (C5 and T5 categories) and non-reserved regional center project categories (I5 and R5) remaining at December 8, 2015; Table B has retrogressed by 92 days, with direct investment projects (C5 and T5 categories) and non-reserved regional center project categories (I5 and R5) remaining consistent, moving back from October 1, 2016, to July 1, 2016.
It is worth noting that the EB-5 reserved visa categories (20% for rural area projects, 10% for high unemployment area projects, and 2% for infrastructure projects) currently remain in a non-retrogressed status.
Table A: Final Action Dates For Employment-Based Preference Cases
(Note: U.S. Consulate interview & USCIS filing of Form I-485 Adjustment of Status)

Table B: Dates For Filing Of Employment-Based Visa Applications
(Note: For those legally residing in the U.S. and meeting relevant conditions, filing Form I-485 Adjustment of Status with USCIS)

Additionally, it has not yet been announced whether Table B will be open for October 2025. Worldway will continue to monitor this closely.

For the non-reserved categories of EB-5 regional center projects, the priority date for applicants born in mainland China is December 8, 2015. Investors who have received I-526 approval and have a priority date earlier than December 8, 2015, may proceed to the final consular interview stage or file an I-485 Adjustment of Status application in the United States. For investors who have received I-526 approval and have a priority date between December 8, 2015, and July 1, 2016, it is recommended to pay fees and submit Form DS-260 and supporting documents to the NVC for review as soon as possible to obtain a documentarily qualified letter. The NVC visa teams within the Worldway Group's documentation and customer service departments will continue to initiate client screening, contact relevant law firms, submit NVC visa applications for eligible applicants, and provide interview coaching as always.
Immigration Window and Application Advice
According to the latest October 2025 visa bulletin, EB-5 reserved visa categories for investors born in mainland China remain in a non-retrogressed status. However, it should be noted that the Department of State has warned of future retrogression risks. As the number of applicants continues to increase, the reserved visa quota may also face pressure. Once retrogression occurs, the current advantage of the "concurrent filing" fast track will no longer exist.
Worldway reminds you that the precious immigration window is fleeting, and the race for reserved visa quotas has entered a critical stage. Now is the golden opportunity to board the "express train" of the new EB-5 policy without retrogression. We recommend that investors act quickly, select a project, and submit their I-526E application as soon as possible to lock in their priority date.
Following the implementation of the new U.S. EB-5 investment immigration policy, applicants can perform "concurrent filing" in the United States. This means that applicants without retrogression can simultaneously file their I-526E immigration petition and I-485 Adjustment of Status application. They can also apply for travel authorization (I-131) and work authorization (I-765), also known as the "small green card," allowing for legal employment and free travel, enabling them to enjoy the benefits of life and work similar to a green card in advance.
Based on Worldway's past cases, many clients have obtained their "small green card" through concurrent filing in about 3 months, and many others have successfully received I-526E approval in 5-8 months—the speed is truly remarkable! Interested investors should seize this current opportunity.

☑ Multi-billion dollar fund provides guarantees against I-956F denial, I-526E denial, and job creation
☑ Project job creation multiplier as high as 1.7x
☑ Located in the Great Smoky Mountains National Park, which boasts tens of millions of visitors, far exceeding Yellowstone
☑ Situated in the prime, high-demand town of Gatlinburg, where rooms are hard to come by
