On August 29, 2025, local time, the U.S. Citizenship and Immigration Services (USCIS) announced a policy update: effective October 28, all fees related to immigration applications must be paid electronically, and paper payment methods will be fully eliminated.

01. Background of the Policy: Responding to Executive Orders, Promoting Modern Payment Methods
This reform by the U.S. Citizenship and Immigration Services is aimed at implementing Executive Order No. 14247 signed by President Biden, to accelerate the modernization of the government collection system. This executive order requires federal agencies to improve the manner in which services are provided, enhancing efficiency and security. A USCIS spokesperson noted that "Currently, up to 90% of application fees are still paid via paper receipts, which not only delays processing but also poses security risks such as receipt loss and forgery."
With the implementation of the electronic payment system, USCIS will significantly enhance the security and efficiency of services, providing applicants with a better experience. This transformation marks an important step towards fully digitizing the U.S. immigration application process.
02. Payment Methods: ACH Debit Transactions or Credit Card Payments, One or the Other
After the new regulations are implemented, payment methods will strictly depend on the corresponding forms. Information must be filled out accurately, including account type, account number, expiration date, and other details; otherwise, the application will be directly returned.
• ACH Debit Payment: Fill out and sign Form G-1650 (ACH Transaction Authorization) and submit it along with the application materials.
• Credit Card Payment: Use Form G-1450 (Credit Card Transaction Authorization), which supports prepaid credit cards.
03. Clear Timeline: Transition Period Set, Full Switch on October 28, 2025
To facilitate a smooth transition for applicants to the new payment method, USCIS has established a transition period.
• Before October 28, 2025, the following payment methods will still be accepted: paper checks, money orders, credit card (Form G-1450), and ACH direct debits (new method, Form G-1650).
• After October 28, 2025, USCIS will no longer accept any paper checks or money order payments, only two types of electronic payment methods: ACH debit transactions (Form G-1650) and credit card payments (Form G-1450).
04. Applicant Guidelines: Prepare Forms in Advance, Ensure Sufficient Funds
Given the significant adjustment in payment methods by USCIS, applicants who require immigration services in the near future should pay attention to the following: Confirm payment times and methods in advance, determine the appropriate payment method according to the timeline; prepare relevant forms, and if using debit or credit cards, have Form G-1650 or G-1450 ready in advance; carefully fill out form information to ensure accuracy, to avoid impacting payment and application progress due to form-related issues; ensure sufficient account balance or credit limit to prevent application rejection due to insufficient funds.
The complete digitization of payment methods by USCIS not only enhances processing efficiency and security but also provides applicants with a more convenient service experience. As the digital transformation accelerates, the immigration application process is becoming more efficient, transparent, and reliable.
