Breaking news, the investment citizenship policies of the five Caribbean countries are about to undergo significant adjustments! According to the St. Vincent Times, after months of extensive consultations, the Eastern Caribbean countries offering Citizenship by Investment (CBI/CIP) programs are set to enact legislation to establish a regional regulatory body. All five member countries (Saint Lucia, Saint Kitts and Nevis, Antigua and Barbuda, Dominica, Grenada) will enact this new law in September 2025.
The enactment of this law will mark a satisfactory conclusion to the adjustments of the CBI programs, which are crucial for the financial stability and resilience of these member countries.
The main provisions of the CBI/CIP regulatory law in the Caribbean region are as follows:
1. Establishment of a regional regulatory body
A dedicated regulatory body will be established and funded to develop and enforce unified standards for CBI/CIP programs. This will cover all Citizenship Investment Units (CIUs) and licensed institutions, with the core objective of enhancing project transparency, security, and sustainability.
2. Establishment of a strict compliance enforcement mechanism
The regulatory body will be authorized to hold violators accountable under the law and will be required to publish annual compliance reports to ensure the effectiveness of the system.
3. Mandatory biometric data collection
New applicants will be required to collect biometric data during the interview process, ensuring project security through enhanced review processes.
4. Additional residency requirements for approved applicants
New citizens will be required to fulfill residency obligations to strengthen ties to nationality and verify the authenticity of biometric information; this will also promote the tourism and derivative economic development of member countries.
5. Support for capacity building of regional security agencies
Funding will be provided to the Caribbean Community IMPACS/JRCC to enhance its personnel and technical resources; the JRCC will be clearly defined as the central review portal, and applicants who do not receive security approval from it will not be processed.
The drafting of this new law is led by the Interim Regulatory Committee (IRC), whose members come from all five CBI/Caribbean CIP countries, the Eastern Caribbean States Organization, the Caribbean Community Impact Committee/JRCC, and the Eastern Caribbean Central Bank (ECCB). The work of the IRC is supervised by the heads of government of Saint Lucia, Saint Kitts and Nevis, Antigua and Barbuda, Dominica, and Grenada.
