Hungarian Minister for National Economy Nagy Márton announced at a press conference that a 200 billion HUF capital program will be launched in March 2025 to support the construction of dormitories, rental apartments, and residential housing. The Minister stated that the program was decided upon after intensive consultations with real estate market developers. The program will run until the end of 2025 and will be open to all funds, including open-ended, closed-ended, existing, and newly established funds.
The state-owned Hungarian Development Bank (MFB) will invest up to 30 billion HUF in each fund, with a maximum stake of 70% in any individual fund.
Nagy Márton stated that the 200 billion HUF in funding will provide a "huge boost" to the domestic market and promote GDP growth. He noted that while housing sales grew by approximately 40% last year, only 15% of housing loans were used for purchasing new homes. The timing of the program's launch is intended to boost the supply side ahead of the maturity of a large volume of retail government bonds in the spring of 2025. The goal is to increase the number of newly built homes from 12,000 in 2024 to 25,000 annually. According to forecasts by OTP Ingatlanpont, the momentum of the real estate market over the past year is not expected to break in 2025. Hungarian Prime Minister Viktor Orban stated that due to the expected real estate boom and the support of government measures, Hungary's economic growth will accelerate significantly in the first half of 2025. A framework for specific measures is already in place, and further efforts will be made to vigorously promote the continued development of the Hungarian economy. The Hungarian government has previously stated multiple times that it aims to become one of the top five most livable countries in Europe by 2030. To achieve this goal, Hungary may introduce many favorable policies, such as the 21 points of the "New Economic Policy Action Plan." It is foreseeable that the Hungarian investment immigration market will continue to be popular. By investing at least 250,000 euros into a government-designated real estate fund, one can obtain a 10-year renewable residence visa, and upon meeting the conditions, transition to permanent residency and citizenship. Currently, Hungary's first fund-based immigration project has been launched with great fanfare. As of now, clients have successfully completed fund subscriptions and obtained their status.
