In the past two years, Canada has frequently changed its immigration policies. Faced with increasingly stringent immigration thresholds, many investors cannot help but wonder: What is the future of immigration to Canada? However, just when many thought the path ahead was bleak, a new dawn quietly emerged, and the immigration route to Canada once again revealed a scene of "after the dark comes the dawn."
On August 14, 2024, the Canadian Ministry of Immigration announced a brand new immigration pilot program—the French-Speaking Minority Community Student Immigration Pilot Program (FMCSP), aimed at providing a pathway for French-speaking students from selected countries (including Saint Lucia, Dominica, etc.) to obtain study permits. It offers participants a way to remain in French-speaking minority communities (outside of Quebec) after graduation. As participants in this pilot program, applicants can receive settlement services during their studies and are eligible for Canadian permanent residency after graduation. The program will officially launch on August 26, 2024, with a quota of 2,300 for the year 2024.
To be eligible, students must hold an acceptance letter from a designated learning institution (DLI) participating in the program, proving that they are applying under the FMCSP. The FMCSP study program must meet the following requirements:
◆ High school level or above;
◆ Full-time study;
◆ Study duration of 2 years or more;
◆ Obtaining a degree or diploma;
◆ French as the primary language of instruction (more than 50% of courses taught in French);
◆ Additionally, students must also be citizens of designated countries (including Dominica and Saint Lucia).
Individuals who can accompany the student during the study permit period in Canada include:
◆ Spouse (can apply for an open work permit)
◆ Children under 22 years of age (can obtain a travel visa or study permit)
It can be said that the French-Speaking Minority Community Student Immigration Pilot Program (FMCSP) opens a fast track to Canadian permanent residency (PR) for eligible students. For interested applicants, holding citizenship from countries like Saint Lucia allows them to obtain Canadian permanent residency through this pathway.
So, how can one become a citizen of Saint Lucia? The requirements are simple: investors can invest starting from $300,000 in government bonds, with the principal returned after five years, allowing for quick immigration of three generations to Saint Lucia and becoming a citizen of Saint Lucia, enjoying Commonwealth citizen benefits. Children can directly obtain Canadian permanent residency through the FMCSP program. Additionally, possessing a Saint Lucia passport allows for free movement, residence, and study among the member countries of the Eastern Caribbean Organization, with no residency restrictions, effectively opening the door to the member countries of the Eastern Caribbean Organization.
