The Immigration Department of the Government of the Hong Kong Special Administrative Region (ImmD) has announced the establishment of the Registration of Persons Office – Kwun Tong (Temporary) Office, which will commence service on November 1, 2023, to meet the growing demand for identity card services.
The Kwun Tong (Temporary) Office is located at Shop 1, 2/F, Manulife Financial Centre, 223-231 Wai Yip Street, Kwun Tong (for registration services) and Shop 1B, 3/F, Tower A, Manulife Financial Centre (for collection services). Its office hours are from 8:00 a.m. to 10:00 p.m., Monday to Saturday, and it is closed on Sundays and public holidays.
The Kwun Tong (Temporary) Office will focus on processing the following three types of identity card applications:
◆ Applications from persons who still hold old-style smart identity cards and need to replace them with new smart identity cards after the conclusion of the "Territory-wide Identity Card Replacement Exercise";
◆ Applications from persons who have reached the age of 11 or 18 and already hold an identity card, requiring a replacement for a child or adult identity card; and
◆ Applications from persons who hold a Hong Kong Permanent Identity Card and have successfully verified their eligibility for a permanent identity card, requiring a replacement for a permanent identity card.
The Assistant Principal Immigration Officer (Registration of Persons) of the ImmD stated that currently, approximately 390,000 citizens have yet to replace their old smart identity cards. Coupled with the resumption of cross-boundary travel and the government's initiatives to attract talent and import labor, the demand for identity card applications and replacements continues to rise; therefore, it is necessary to establish a temporary office.
Citizens can make appointments to process identity card applications at the Kwun Tong (Temporary) Office. Meanwhile, the four designated Registration of Persons Offices (namely the Hong Kong Office, Kowloon Office, Kwun Tong Office, and Tuen Mun Office) will continue to implement extended service hours until 10:00 p.m. The office hours and services of the Fo Tan Office and Yuen Long Office remain unchanged.
