Recently, the Government of the Hong Kong Special Administrative Region published the Policy Statement on Developing Family Office Businesses in Hong Kong, outlining its policy stance on building a vibrant ecosystem for global family offices and asset owners, and announced eight policy measures, including a new Capital Investment Entrant Scheme and tax concessions.

Among these, the new Capital Investment Entrant Scheme is based on the original Capital Investment Entrant Scheme. The government proposes that the investment scope of the scheme include stocks listed in Hong Kong; bonds issued or fully guaranteed by Hong Kong-listed companies, the government, or entities wholly or partially owned by the government; subordinated bonds issued by authorized institutions; and eligible collective investment schemes. In addition to assets denominated in Hong Kong dollars, the authorities will also consider assets denominated in Renminbi. Upon successful application, applicants may reside and develop in Hong Kong with their spouses and unmarried dependent children. Details of the scheme will be announced later. WorldWay Group will continue to monitor the situation and share any new information with you as soon as it becomes available.

The Hong Kong Capital Investment Entrant Scheme, also known as the Hong Kong Investment Immigration Scheme, was launched in October 2003 with an investment threshold of HKD 6.5 million, allowing investments in real estate and financial categories. In October 2010, the investment threshold was raised to HKD 10 million, and the investment category was restricted to financial assets only. In January 2015, the investment immigration scheme was suspended. As of December 31, 2021, 35,000 applications had been formally approved, bringing HKD 316.9 billion in investment to Hong Kong. Now, after an 8-year hiatus, the Hong Kong Investment Immigration Scheme is expected to be relaunched in 2023. This is undoubtedly great news for entrepreneurs and investors interested in immigrating to Hong Kong.
This once again proves that Hong Kong is making great efforts to attract talent. Last October, Hong Kong Chief Executive John Lee proposed in his Policy Address that, in addition to actively cultivating and retaining local talent, the government would vigorously attract external talent. Measures include: canceling the annual quota for the Quality Migrant Admission Scheme and optimizing the approval process; and launching a two-year Top Talent Pass Scheme, among others.

It is the world's third-largest financial center, an important international financial, trade, and shipping center, and an international innovation and technology center.
