On November 1st local time, the Canadian Ministry of Immigration released the "2023-2025 Immigration Levels Plan," which will see Canada welcoming 1.45 million new immigrants over the next three years, setting a historical record! The details are as follows:
2023: 465,000 permanent residents (original plan: 447,055)
2024: 485,000 permanent residents (original plan: 451,000)
2025: 500,000 permanent residents
The Immigration Levels Plan serves as a guideline for the number of immigrants Canada welcomes each year. Canada's immigration goals include economic development, family reunification, and providing refuge for refugees. Compared to the previously released "2022-2024 Immigration Levels Plan," the new plan shows an increase in quotas for each year, with a target of exceeding 500,000 in 2025.
According to the plan, a significant portion of the 1.45 million new immigrants from 2023 to 2025 will come from economic immigrants (Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class) and Provincial Nominee Program immigrants, totaling 848,500, which accounts for 58.5%; by 2025, the proportion of economic immigrants is expected to exceed 60%.
Among them, the quota for Provincial Nominees has increased by nearly 20%, with 105,500 spots available in 2023; 110,000 spots in 2024; and 117,500 spots in 2025. The quota for the Federal Express Entry (EE) program will also see a significant increase starting next year: 82,880 spots in 2023; 109,020 spots in 2024; and 114,000 spots in 2025.
In addition to economic immigrants, family reunification immigrants will be the second largest category among all immigrants, with significant growth expected over the next three years. The number of refugees and humanitarian immigrants is expected to decline over the next three years.
Canada has always aimed to attract more immigrants, and the immigration quotas for 2023-2025 further prove this point. The number of immigrants is on the rise, making the next three years a golden period for immigration to Canada.
