As we all know, Canada is a traditional immigration country with generous benefits. From birth to old age, Canada's welfare policies span the entire life of its citizens! Even so, Canada frequently introduces or updates social welfare programs based on socio-economic conditions and needs to alleviate the living burden of its people.
Recently, at a Liberal Party caucus meeting held in New Brunswick, Prime Minister Justin Trudeau announced a three-pronged plan aimed at low- and middle-income families, which will legislate the first phase of a dental care program, provide housing benefits for renters, and double the federal Goods and Services Tax credit.
1. Measures Related to the First Phase of the National Dental Care Program
This benefit provides insurance for children under 12 years old from families with an income below CAD 90,000. The program will begin on December 1 of this year, retroactive to expenses incurred starting October 1 of this year. Depending on family income, this benefit will provide up to CAD 650 per child per year. For example:
1. Families with an adjusted net income below CAD 70,000 will receive CAD 650 for each child;
2. Families with an adjusted net income between CAD 70,000 and CAD 79,999 will receive CAD 390 for each child;
3. Families with an adjusted net income between CAD 80,000 and CAD 89,999 will receive CAD 260 for each child.
Although only children under 12 will have priority access, the program will expand in 2023 to include children under 18, seniors, and persons with disabilities. By 2025, all Canadian families with an annual income below CAD 90,000 will be able to enjoy this benefit.
2. One-time CAD 500 Rent Support Program
The Liberal Party also plans to implement a one-time CAD 500 rent support program by the end of this year, which will be available to families with a net income below CAD 35,000 or renters with an income below CAD 20,000. This program is included in the agreement between the New Democratic Party and the Liberal Party, and it will cost CAD 475 million, benefiting approximately 1.8 million low-income renters, including students.
3. Doubling the Goods and Services Tax Credit
Under the current policy, single Canadians with an income slightly above CAD 49,000 can receive CAD 467 per year. Married or common-law couples can receive up to CAD 612. Depending on income, each child under 19 can receive an additional CAD 161.
If this plan is passed by Parliament, the increase in tax credits will last for six months, costing CAD 2.5 billion and affecting approximately 11 million individuals and families. If the legislation for this measure is approved, it is expected that:
1. A single mother with one child and a net income of CAD 30,000 will receive CAD 1,160 this year;
2. A single senior with a net income of CAD 20,000 will receive CAD 701 this year;
3. A couple with two children and a net income of CAD 35,000 will receive CAD 1,401.
