Recently, the Government of the Hong Kong Special Administrative Region announced that, effective September 26, the compulsory quarantine requirements for arrivals from overseas regions or Taiwan will be lifted. Arrangements for arrivals from the Mainland or Macao will also be streamlined accordingly.
Entering Hong Kong from the Mainland or Macao
Effective from 6:00 a.m. Hong Kong time on September 26, 2022, all persons arriving in Hong Kong from the Mainland or Macao who have not visited any overseas regions or Taiwan in the seven days prior to arrival, whether entering via land boundary control points or Hong Kong International Airport, please note the latest entry arrangements as follows:

Self-monitoring for 3 days after arrival in Hong Kong
Undergo a nucleic acid test on the 2nd day after arrival in Hong Kong
Note: If the arrival has stayed in any of the regions listed on the risk area list on or before the day of arrival, an additional nucleic acid test must be conducted on the 1st day of arrival. The number of days since arrival in Hong Kong is counted from the day of arrival as Day 0. For example, if the arrival date is September 26, 2022, then September 28, 2022, is Day 2.

In addition, please note that persons entering Hong Kong from the Mainland or Macao, unless otherwise exempted by the Mainland or Macao, must still comply with the quarantine arrangements applicable in the Mainland or Macao at that time when they leave Hong Kong to return to the Mainland or Macao. When they intend to return to the Mainland or Macao, they should pay attention to the latest quarantine arrangements in the Mainland and Macao and make preparations accordingly. At the same time, before traveling from Hong Kong to the Mainland or Macao, an additional free rapid nucleic acid test is required at the boundary control point.
Entering Hong Kong from Overseas Regions or Taiwan
Effective from 6:00 a.m. Hong Kong time on September 26, 2022, arrivals from overseas or Taiwan via the airport are no longer required to undergo quarantine in hotels. The "3+4" quarantine arrangement, consisting of three days of hotel quarantine plus four days of home medical surveillance, will be changed to a "0+3" arrangement with three days of home medical surveillance, while other measures to facilitate travel to Hong Kong will be implemented simultaneously.
Under the new "0+3" arrangement, the government has canceled the requirement for hotel quarantine for arrivals. After undergoing a nucleic acid test at the airport, they do not need to wait for the results and can take any transport to return to their residence or check into a hotel of their choice. Those with negative test results will be issued a Yellow Code and will begin three days of home medical surveillance, during which they can go out but are not allowed to enter premises subject to active Vaccine Pass checks, such as bars.
At the same time, the government will also simplify boarding requirements for travelers. The requirement to provide a negative nucleic acid test result within 48 hours before boarding will be replaced by a negative rapid test result within 24 hours. The government also allows Hong Kong residents who have not completed their COVID-19 vaccination to board flights back to Hong Kong, but they cannot obtain a Provisional Vaccine Pass. As for non-Hong Kong residents aged 12 or above, they must complete their vaccination or hold a medical exemption certificate before they can board flights to Hong Kong.
