The Hong Kong Quality Migrant Admission Scheme has an annual quota of 1,000 individuals, implemented since June 2006. Initially, it was not popular, but after Hong Kong officially confirmed the suspension of the Investment Immigration Scheme, the Quality Migrant Admission Scheme began to gain popularity. Compared to the Investment Immigration Scheme, Hong Kong's emphasis on talent has also attracted business elites from around the world.
The latest "2020 Policy Address" stipulates that starting from September 2020, the annual quota for the "Quality Migrant Admission Scheme" will be increased to 2,000 to expand Hong Kong's talent pool and strengthen Hong Kong's position as an international hub in Asia. On October 6, 2021, the Chief Executive of Hong Kong, Carrie Lam, announced further enhancements to the "Quality Talent Admission Scheme" quota, increasing it to 4,000 individuals per year!
