On September 21, local time, the vote counting for the Canadian federal election was largely concluded. After a 36-day campaign, Liberal Party leader Justin Trudeau won the federal election and will continue to serve as Prime Minister of Canada. This is the third consecutive federal election victory for the Liberal Party under Trudeau's leadership since 2015. What impact will the Liberal Party's re-election have on Canadian immigration?
During the campaign, the Liberal Party made a series of commitments regarding the pandemic, immigration, climate change, housing, healthcare, and economic recovery. The Liberal Party, which has consistently upheld an open immigration policy since taking office in 2015, has set higher immigration targets every year. Regarding immigration, the Liberals have pledged to spend 428.9 million Canadian dollars over five years to reform economic immigration programs. The following commitments are expected to be fulfilled:
1. Accelerate family reunification immigration and shorten processing times to under 12 months.
2. Expand pathways to permanent residency for temporary workers and international students already in Canada through the Express Entry (EE) system.
3. Establish a Trusted Employer system to simplify the application process for Canadian employers hiring overseas workers.
4. Streamline the Global Skills Strategy to help Canadian companies hire high-tech talent.
5. Focus on developing the Rural and Northern Immigration Pilot to attract more skilled talent to remote regions.
6. Eliminate the citizenship application fee for permanent residents.
7. Improve the recognition of overseas credentials in Canada.
The re-election of the Liberal Party provides a favorable political environment for Canada's Million Immigration Plan, which will continue to be steadily advanced. On October 30, 2020, the Canadian government released its Million Immigration Plan, aiming to welcome 1.233 million new immigrants between 2021 and 2023. The plan targets 401,000 new immigrants in 2021, 411,000 in 2022, and 421,000 in 2023. During the pandemic, Canada welcomed 184,000 new immigrants in the first seven months of 2021, a figure already equivalent to the total number of new immigrants for the entire year of 2020. Even so, for the remaining months of this year, Canada has sufficient immigration quotas and still needs to add an average of 42,714 new immigrants per month to meet the 2021 target set in the Million Immigration Plan.
Within the next 1-2 months, Prime Minister Trudeau's new government and cabinet will be formed. Current Immigration Minister Marco Mendicino may continue in his role. The next major event to look forward to is the announcement of the 2022-2024 Immigration Levels Plan. Based on the progress of the 2021 plan, this levels plan will further refine the immigration targets for the next three years to guide IRCC, including the number of immigrants under each category (economic, family, refugee, and humanitarian) and the allocations for each province and territory. This announcement will be made no later than March 2022, and the Liberal Party may continue to commit to their plan of welcoming immigrants and adding over 400,000 new immigrants annually!
