As of September 7, 2021, Canada has officially opened its borders to global travelers, allowing foreign nationals who have been fully vaccinated with vaccines approved by Canada to enter the country. International travelers must complete their vaccination with a COVID-19 vaccine approved for use in Canada at least 14 days prior to their arrival in Canada.
Currently, the vaccines recognized by the federal government include two doses of Pfizer-BioNTech, Moderna, or AstraZeneca/COVISHIELD, and one dose of the Johnson & Johnson vaccine. Travelers must provide documentation in English or French proving they are fully vaccinated to be exempt from quarantine upon arrival in Canada.
You may have noticed that the current list of vaccines recognized by Canada does not include any Chinese vaccines. Consequently, many individuals wishing to return to Canada have expressed deep concern: Can those who have received Chinese vaccines enter Canada successfully? The answer is yes! However, it varies from person to person, and those who meet the following seven conditions may be permitted to enter Canada.
1. If you are a Canadian citizen, a permanent resident of Canada, or an immediate or extended family member of a Canadian citizen or permanent resident, you are eligible to enter Canada. However, you must submit a 14-day quarantine plan via ArriveCan before entry. Border services officers will then evaluate your ArriveCan submission, test results, and quarantine plan to determine if you are required to self-isolate at home for 14 days.
2. If you are an international student, you must hold a valid study permit and be enrolled at a Designated Learning Institution (DLI) to likely be allowed to enter Canada.
Before entry, you need to determine if you require an immigration medical exam, carry your letter of acceptance from a DLI, bring sufficient funds to prove you can support yourself and any family members accompanying you to Canada, and meet all testing and quarantine requirements. Border officials will decide whether you can enter based on all the information provided, and a 14-day quarantine may be required. If family members of international students need to accompany them, this may also be permitted; if it is for essential travel, written authorization from IRCC is not required.
3. If you hold a work permit, you will likely be allowed to enter, with border officials making the final decision based on the documents submitted.
4. If you are entering Canada to reunite with immediate family members (who are study or work permit holders), you will likely be allowed to enter. You need to apply for written authorization from IRCC and provide proof of your immediate family member's status in Canada (study permit, work permit, or visitor record) and proof of your family relationship (marriage certificate, birth certificate, etc.).
5. If you have received an invitation for permanent residence (PR), you will likely be allowed to enter.
6. If you need to care for a critically ill Canadian resident (citizen, permanent resident, or temporary resident), you will likely be allowed to enter.
7. If you need to attend the funeral of a Canadian resident or be present for their final moments, you will likely be allowed to enter.
It is worth noting that in cases where you are "likely to be allowed" entry, the Canadian government cannot guarantee successful entry, as it depends on other circumstances.
The official government website clearly states that whether you can enter depends on the final decision made by border officials based on your entry information. Upon arrival, you must ensure you have no COVID-19 symptoms, meet the entry requirements of the Immigration and Refugee Protection Act, and provide appropriate travel and immigration documents. Confirm whether you need a visitor visa or an Electronic Travel Authorization (eTA). Additionally, if you do not meet flight requirements, you will not be able to board a flight to Canada. Under the Quarantine Act, failure to comply with COVID-19 emergency orders is an offense and may result in imprisonment and/or fines.
Although Chinese citizens who have not received vaccines recognized by the Canadian federal government cannot currently enter Canada for purely tourism purposes, as Canada's tourism sector gradually reopens, we believe that in the coming months, more vaccines will be recognized by the federal government, and the day when Chinese tourists can successfully enter Canada is not far off!
