Preparing for EU Accession
Montenegro Citizenship by Investment Program to End Upon Expiration
The Countdown to a Low-Cost EU Passport Begins
Recently, the Montenegrin government issued a statement regarding its Citizenship by Investment Program, proposing that the program will not be extended beyond its original three-year operational period (ending December 31, 2021). Additionally, the government will evaluate a "new system for obtaining Montenegrin citizenship," with plans to transition from the current economic citizenship program to a skilled migration-based citizenship program.
As a prospective EU member state, Montenegro's Citizenship by Investment Program has been viewed by the immigration industry as a "potential stock" and a "high-growth asset." The launch of this program has opened a pathway for investors to potentially obtain EU citizenship in the future, at which point the Montenegrin passport held by the investor will be upgraded to an EU passport.
At the same time, the closure of the program by the end of 2021 is part of Montenegro's preparation for EU accession. This means that after the program closes in 2021, Montenegro could potentially join the EU at any time in the years following. Furthermore, among countries currently offering citizenship by investment programs, Montenegro is a leading candidate in the EU’s eighth enlargement plan—the Eastern Enlargement target zone. Montenegro's upcoming EU accession is explicitly documented in the European Commission's new strategic decision: The Western Balkans Strategy.
It is worth noting that the Montenegrin Citizenship by Investment Program runs for a total of three years, from January 1, 2019, to December 31, 2021, and is legislated to accept a maximum of 2,000 applicants. As of now, the government-approved real estate investment program quotas have already exceeded 1,000, meaning more than half of the total quota is gone, with only about nine months remaining before the statutory investment deadline! Currently, there is a rush in the immigration market to catch the "last train" for the Montenegro program. For interested investors, acting early to invest in the time-limited and quota-restricted Montenegro Citizenship by Investment Program is essential before the country joins the EU.
Great News!Recently, theWorldway Group proudly recommends the newly government-approved investment program: The "Cruiser Hotel." It is located in a mature tourism area on Montenegro's southern coast—the city of Budva—and near the famous tourist attraction, Sveti Stefan Island. The project is adjacent to the Adriatic Sea, with a beautiful environment and excellent views. It is a five-star hotel with independent permanent property rights, no holding period restrictions, and can be freely resold after ownership transfer. There are only 252 spots available worldwide, served on a first-come, first-served basis! By purchasing this hotel, investors can apply for a Montenegro passport (EU candidate country) for their entire family, achieving a dual win for overseas property investment and overseas residency status!

In addition, besides the "Cruiser Hotel" project, Worldway Group also recommends other government-approved investment projects in Montenegro—The Westin Hotel, Elite Hotel, Breza Hotel, and Bjelasica 1450 Hotel. These are also highly popular among investors in the current immigration market, offering prime locations and various high-quality unit types, and are in high demand!
As an active promoter of European investment immigration programs, Worldway Group, one of the first agencies to promote the Montenegro Citizenship by Investment Program, maintains excellent interaction and cooperation with the Montenegrin government! In November 2019, Worldway Group, together with the Montenegrin Immigration Bureau and the Embassy of Montenegro in China, simultaneously held the "Montenegro Citizenship by Investment Program Launch Conference & Ceremony" in Beijing, Shanghai, Guangzhou, Shenzhen, Qingdao, and Hong Kong. Introducing this program, which has attracted global investor attention, to the Chinese market caused a sensation in the immigration industry! This marked the beginning of the program's promotion in China, and this significant event will be etched in history.

Senior executives of Worldway Group and high-ranking Montenegrin government officials jointly launch the "Montenegro Citizenship by Investment Program in China" ceremony.
