In February 2018, in response to Brexit, the European Commission proposed a new round of eastward expansion and adopted the Western Balkans Strategy, an enlargement policy specifically for the Western Balkans region. Subsequently, at a meeting held in Brussels, the EU clearly put forward its “2025 Vision,” aiming to facilitate the accession of Balkan countries such as Montenegro and Serbia by 2025.
What is the EU’s “2025 Vision,” and what does it primarily entail?
Firstly, the EU has clearly stated that the purpose of its enlargement strategy is to make the EU stronger by 2025. By 2025, the number of EU member states is expected to exceed 27;
Secondly, the EU has set out specific requirements for Montenegro and Serbia, which are currently in accession negotiations, to enable them to join the EU by 2025;
Lastly, the EU has pointed out that 2025 is not a fixed deadline, but a commitment to Western Balkan countries: that they may join the EU provided they meet the “Copenhagen criteria” and the accession conditions set forth in the Stabilisation and Association Agreement.

Montenegro is accelerating its implementation of the EU’s 2025 Vision and is at the forefront
Regarding the 2025 Vision, the EU has clearly expressed its firm commitment to the prospect of expansion in the Western Balkans. Currently, Montenegro is moving very quickly in implementing the 2025 Vision. Accession negotiations between Montenegro and the EU are proceeding smoothly, and the accession process has been significantly accelerated.
The European Commission has specifically noted: “Accession candidates must prioritize the rule of law, justice, and fundamental rights in their negotiations. With strong political will and genuine and sustained reforms, Montenegro is well-positioned to become an EU member from the perspective of 2025. This is an extremely ambitious goal.”
Recently, Slovakian Minister of Defence Jaroslav Naď stated in a media interview: “The new European Commission has announced that during its term, it wishes to see at least one country join the EU, and Montenegro is the candidate most likely to join.” It is worth mentioning that the current European Commission was formed in 2019 and has a 5-year term, meaning Montenegro could potentially join the EU by 2024, fulfilling the “EU 2025 Vision” goal.
