Acting Immigration Minister Alan Tudge stated that the newly passed "2020 Immigration Amendment (Expanding English Teaching Coverage) Bill" is one of the most significant reforms in the history of the Adult Migrant English Program (AMEP).
The AMEP aims to assist new immigrants in improving their language and employment skills to integrate into Australia as quickly as possible and adapt to their new environment. The original study limit was set at 510 hours; however, this duration was insufficient for some immigrants with no prior English knowledge to truly elevate their English proficiency to a level suitable for daily use.
Therefore, this reform will remove the 510-hour study limit, allowing AMEP participants to progress from achieving functional English proficiency to professional English proficiency. New immigrants who first entered Australia on or before October 1, 2020, will also have the time limits for enrollment and completion removed.
Alan Tudge emphasized that his remarks were not directed at any specific country. He believes that English is fundamental to a person's success in Australia. "Without English, it is more difficult to find a job, to become part of the community, and to participate in our democratic processes."
In accordance with government requirements, AMEP service providers will incorporate skills for settling in Australia into their learning programs, including how to access government and community services, how to use banks, medical assistance, and emergency services, as well as understanding Australian laws and their rights. For those who are already working or have caregiving responsibilities, the government will also provide targeted assistance, utilizing new teaching formats such as online courses and on-the-job training. The government has also stated that it will work closely with English language providers to ensure that these reforms improve quality and effectiveness by linking funding directly to outcomes.
For new immigrants, the removal of the 510-hour English learning time limit is a significant benefit. It not only allows them to deepen their understanding of Australia and enhance their English skills for better integration but also enables them to expand their networks and meet more new immigrant groups.
As we know, Australia has always been a traditional immigration country. Looking at the evolution of Australian immigration policy over the past 30 years, the thresholds have continuously increased, and immigration policies have tightened. For those intending to plan their identity for their children's education and immigrate to Australia, they can choose suitable options based on their circumstances, such as the 188A visa, 188B visa, 188C visa, and 132A visa, all of which are favored immigration programs for high-net-worth individuals from China. Once applicants meet the relevant conditions, they can apply for family immigration to Australia and enjoy Australian healthcare benefits. After obtaining Australian citizenship, children can access high-quality education and gain broader opportunities for overseas development.
