On October 30, 2020, Canadian Minister of Immigration, Refugees and Citizenship Marco Mendicino announced the 2021-2023 Immigration Levels Plan, which aims to welcome a total of 1.233 million new immigrants over the next three years. The new plan indicates:
2021 target: 401,000 new immigrants;
2022 target: 411,000 new immigrants;
2023 target: 421,000 new immigrants.
In the previous three-year plan, the federal government aimed to attract 341,000 immigrants this year, 351,000 next year, and 361,000 by 2022. Compared to the previous figures, the new plan increases the annual target by 60,000. The government is prioritizing economic immigration (including investment and skilled immigration), which sees the most significant growth, increasing from the original 170,000 quota to nearly 250,000 over three years. Specifically, the Provincial Nominee Program (PNP) quotas have been raised from the originally planned 71,300 for 2021 and 73,000 for 2022 to 80,800 for 2021 and 81,500 for 2022, an increase of nearly 10,000. The newly announced 2023 PNP quota is 83,000.
The Canadian Minister of Immigration stated that this plan provides a pathway to effectively increase immigration targets, helping the Canadian economy recover from the pandemic, driving future growth, and creating job opportunities for the Canadian middle class.
Meanwhile, the province of Quebec will also actively attract new immigrants in 2021. On October 29, the Quebec Ministry of Immigration released its 2021 immigration targets in the "2021 Quebec Immigration Plan." The immigration target for Quebec in 2021 is between 44,500 and 47,500. It is expected that the majority (62%) of new immigrants admitted to Quebec in 2021 will be through the province's economic immigration programs.
