Recently, Professional Wealth Management (PWM) magazine, a publication of the Financial Times, released its fourth annual report: "Global Citizenship Guide: 2020 Citizenship by Investment Index." The index evaluates several popular countries worldwide. Caribbean nations—Dominica, St. Kitts and Nevis, Grenada, St. Lucia, and Antigua and Barbuda—along with the South Pacific island nation of Vanuatu, maintained their leading positions, sweeping the top 6.

This year's assessment is based on nine pillars: Freedom of Movement, Standard of Living, Minimum Investment Outlay, Mandatory Travel or Residence, Citizenship Timeline, Ease of Processing, Due Diligence, Family, and Certainty of Product, with the Right to Reside now incorporated into the Freedom of Movement pillar.
The 2020 Citizenship by Investment Index introduces two new pillars to the previous seven: Family and Certainty of Product, while incorporating the Right to Reside into the Freedom of Movement pillar. The Family indicator considers the ease with which immediate and extended family members can be included in the main application. The Certainty of Product evaluates the stability of the program across five key areas: longevity, popularity and renown, stability, reputation, and adaptability.
These significant adjustments reflect the investment migration industry's shift toward prioritizing family inclusion and the demand for reliable programs. The global COVID-19 pandemic and subsequent border closures have prompted many investors to view health, safety, comfort, and a livable community environment as primary considerations that transcend global mobility.

In fact, citizenship by investment programs in Caribbean and South Pacific island nations—such as St. Lucia, Vanuatu, St. Kitts and Nevis, Antigua and Barbuda, Dominica, and Grenada—have long been favored for their simple requirements, short processing times, and fast approval speeds.
Among them, St. Lucia, known as the "Back Garden of North America," has launched a new COVID-19 Relief Bond program that has taken the market by storm. Investors only need to invest from $250,000 in government-issued bonds, hold them for a minimum of 5 years to have the principal returned, and the whole family of three generations can obtain a St. Lucia passport, a Commonwealth nation. It is worth noting that the deadline for this bond issuance is December 31, 2020; seize this excellent opportunity while it lasts.

Furthermore, Vanuatu, known as the "Pearl of the South Pacific" and rated by the New Economics Foundation as the "happiest country in the world," is an ideal destination for investment, living, and retirement! Currently, Chinese investors can apply for a Vanuatu passport for three generations of their family by subscribing to the government's Development Support Program (DSP) for global investors, starting from $80,000. This grants them honorary citizenship and equal rights as Vanuatu citizens. Holding a Vanuatu passport allows for visa-free or visa-on-arrival access to nearly 130 countries and regions worldwide, including the UK, Russia, Hong Kong (China), and EU countries, offering the convenience of traveling at a moment's notice!

Wall Street financial tycoon Jim Rogers stated in a media interview: "In the next decade, having only one passport is dangerous. Owning a second passport will give you a second chance at survival." Before Rogers, China's richest man, Li Ka-shing, also mentioned in an interview: "It is not surprising for some people to have two or three passports. My company's business involves 57 countries; I use whichever passport is convenient for the country I am in."
