Recently, the Dominica Citizenship by Investment Unit announced the latest amendments to the country's Citizenship by Investment Program. With the entry into force of the Commonwealth of Dominica Citizenship by Investment (Amendment) Regulations, 2020, significant changes have been implemented to the program.
These changes include expanding the scope of eligible dependents, reducing donation amounts for passport applications, and lowering requirements for family reunification applications. This series of updates has brought greater appeal to the program.
Expansion of Requirements and Scope for Dependents
The new policy expands the scope of dependents, allowing more family members to apply for investment immigration together. The main applicant can now include dependents such as adult children, parents, grandparents, and siblings who previously did not meet the requirements.
Children of the main applicant or spouse aged 18-30—Full-time student status is no longer required; daughters under 30 are no longer required to be unmarried; they no longer need to be fully financially dependent, as long as they are primarily dependent on the main applicant or their spouse. (It is further clarified that adult children aged 18-30 can apply together without proof of enrollment.)
Parents and grandparents of the main applicant or spouse—No proof of living with the main applicant is required; they must be primarily financially dependent on the main applicant or their spouse. (The age limit of "55 years or older" has been removed, and proof of cohabitation is no longer required.)
Siblings of the main applicant or spouse—Whether by blood or legal adoption, those under the age of 25 can apply, provided they are single, have no children, and are primarily financially dependent on the main applicant or their spouse; siblings under 18 also require the permission of their guardian to apply. (This is a newly added category.)
Spouse of the main applicant (No change)
Children of the main applicant/spouse under 18 (No change)
Dominica Passport Application Donation Investment Amounts
Main applicant: USD 100,000
Spouse of the main applicant: USD 50,000 (a reduction of USD 25,000 from the old policy)
Family of four, i.e., main applicant + spouse + two dependents (not siblings): USD 175,000 (a reduction of USD 25,000 from the old policy)
Eligible siblings of the main applicant/spouse aged 18-25: USD 50,000 per person (this is a new addition)
Other dependents, excluding siblings of the main applicant/spouse aged 18-25: USD 25,000 per person
Scope of Dependents Added After Obtaining Citizenship
Children born or adopted after obtaining citizenship—The requirement of "newborns under 5 years old" has been removed, and applications for new dependents can be submitted by anyone who has obtained citizenship, not limited to the main applicant.
Spouses married after the initial application is submitted—Any person who has obtained citizenship can apply to add a spouse, not limited to the main applicant (this is a newly added category).
Dependents who met the conditions at the time of the main applicant's immigration application—It is clarified that such new dependents can apply through any channel, but the application must be submitted by the main applicant, and a distinction is made between new dependents added "within one year" and "after one year" of the main applicant obtaining citizenship, along with the associated fees.
The new policy for the Dominica Citizenship by Investment Program will further attract more people to immigrate to Dominica. Dominica's Prime Minister Roosevelt Skerrit stated in a government press release that the announced new policy aims to promote family reunification, placing greater emphasis than before on family unity and the right of all people to live together in a safe, stable, and comfortable environment.
As you know, in recent years, Dominica immigration has been highly favored by many high-net-worth individuals due to its low investment threshold, no interview requirement, no residency requirement, no proof of source of funds, and short processing cycle! Currently, investors can apply for a Commonwealth of Dominica passport for their entire family of four generations, including siblings, by donating from USD 100,000 to the Dominica National Government Fund and paying the relevant government fees, enjoying the benefits of Commonwealth citizenship!
