The Portuguese Immigration and Borders Service (SEF) recently released the latest edition of the Report on Immigration, Borders and Asylum (RIFA). The report indicates that the number of immigrants residing in Portugal in 2019 increased by nearly 23% compared to 2018. Currently, 590,348 foreign citizens hold valid residence permits issued by Portugal, marking the highest figure since 1976.
Among them, the total number of Chinese citizens is 27,839, ranking 6th. In the field of Golden Visas, Chinese investors who have obtained Portuguese residence permits rank 1st, with a total number far exceeding that of countries such as Brazil, Turkey, the United States, and Russia.
At the same time, the number of new foreign residents in Portugal continues to show an upward trend. In 2019, there were 129,155 new foreign residents, an increase of nearly 40% compared to 2018, and more than double (110.3%) the number of new arrivals compared to 2017!
Regarding corresponding nationality applications, in 2019, nationality applications from foreign immigrants rose by approximately 80%. Out of 74,116 requests, 68,116 were successful, representing a high approval rate of 92%.
Furthermore, the report points out that the majority of foreign immigrants in Portugal are concentrated in the Lisbon Metropolitan Area, with a total of 260,503 residents living in this region. In terms of cities, Lisbon once again ranks first, with a foreign resident population of 98,841.
As can be seen from the data above, immigration to Portugal continues to increase, and its real estate investment immigration program is highly popular. As a member of the European Union, investors can apply for Portuguese Golden Residence status for three generations of their family by purchasing properties starting from 350,000 euros through the Portugal Golden Residence Permit Program. This allows them to enjoy Portugal's generous social welfare and high-quality educational resources, travel freely across the 26 Schengen countries, and apply for Portuguese citizenship—thereby obtaining an EU passport—once conditions are met. Additionally, they gain ownership of a property with permanent property rights, which is truly a multi-benefit investment!
At the beginning of 2020, Portugal passed an amendment to the Golden Residence Visa legislation as part of the 2020 budget amendment, proposing to raise the investment threshold for the Golden Residence Visa. Due to the impact of the coronavirus, the modification of this program has been shelved. This means that it is currently still possible to apply for Portuguese Golden Residence status in Lisbon and Porto. Those interested in investing in Portugal should take advantage of the current policy benefits and seize the great opportunity to invest in property in Lisbon and Porto to obtain status sooner rather than later.
