Recently, according to the Montenegrin media outlet CDM, Matthew Palmer, Deputy Assistant Secretary of State for European and Eurasian Affairs and the newly appointed U.S. Department of State Representative for the Western Balkans, stated at a Senate hearing of the Subcommittee on Europe and Regional Security Cooperation that Montenegro is a leader in the Western Balkans' EU accession process due to its stable, ethnically diverse society and rapidly growing economy. He also pointed out that Montenegro must remain focused on the upcoming period and strive to accelerate activities to implement and strengthen reforms in areas such as the rule of law and media freedom.
Currently, Montenegro has entered the first tier of EU candidate countries, and numerous government officials have publicly expressed their support for Montenegro's EU accession and its leading position in the process on various public occasions and in the media.
The President of the European Council states that Montenegro has successfully led the EU integration process
In April 2018, during his visit to the Western Balkans, European Council President Donald Tusk stated: "Montenegro has successfully led the EU integration process and has become a model for Western Balkan countries on the path to EU accession!" At the same time, Tusk highly praised the efforts made by the Montenegrin government in the European integration process: "The work and achievements of the Montenegrin government are not only important for Montenegro, but for all of Europe. Because it shows that in a complex international situation, progress and positive change are possible!"
Montenegro is ready to join the EU, and the accession process is accelerating
In October 2019, Hungarian Minister of Foreign Affairs and Trade Péter Szijjártó emphasized at the Warsaw Security Forum in Poland: "Montenegro is basically ready to join the EU, which is also in the interest of the EU." Similarly, Tonino Picula, the European Parliament's rapporteur for Montenegro, stated that Montenegro will be the next EU member state.
It is worth noting that at the end of 2008, Montenegro officially applied for EU membership, obtained candidate status in December 2010, and officially launched EU accession negotiations in June 2012. In the 2016 assessment of EU accession, the European Commission identified Montenegro as the most advanced country among those in accession negotiations (Source: European Commission press release). As of May 2019, within the framework of EU accession, 32 negotiating chapters have been opened, including chapters 23 and 24 related to law. At the same time, the EU has agreed to provide Montenegro with a total of approximately 507 million euros in development assistance to support Montenegro's development to meet EU standards.
Montenegro possesses numerous advantages and is a preferred country for status planning and overseas asset allocation
The official launch of the Montenegro Citizenship by Investment Program will open a path for investors to obtain EU citizenship in the future, at which point holding a Montenegrin passport will be upgraded to an EU passport. Among the countries currently offering citizenship by investment programs, Montenegro is an EU candidate country from the EU's eastern expansion region that uses the Euro as its legal tender. Its citizenship by investment program features advantages such as fast approval, a short cycle, eligibility to apply for the U.S. E-2 visa, and investment assets denominated in Euros, making it an excellent destination for investors to conduct status planning, overseas business, and asset allocation!
Government-approved project - The Westin Resort
Currently, the Montenegrin government has selected and approved the Westin Resort as the first project for the citizenship by investment program through public tender. There are 240 total investor quotas, with only 190 spots remaining globally! This project is located at a well-known tourist attraction in Montenegro—the Kolašin 1450 Ski Center in northern Montenegro. It is adjacent to the ski slopes and is a four-star hotel with permanent property rights. There are currently no competing products of the same level in the surrounding area, and it can be sold or transferred after 5 years.
Starting from 350,000 Euros, you can apply for a passport from the EU candidate country of Montenegro, and the purchased property can be sold after five years. For investors, this is a win-win choice; not only can they allocate Euro assets, but they can also obtain citizenship of Montenegro, an EU candidate country.
