To avoid a government shutdown, U.S. President Trump has signed a temporary spending bill allowing the government to receive short-term funding to remain operational until November 21, 2019. Prior to this, the Senate and the House of Representatives had passed the temporary government budget bill with votes of 81:16 and 301:123, respectively.
With the signing by President Trump, the EB-5 Regional Center Program has once again received a piggyback extension via the temporary budget, extending it from September 30 to November 21. Investors have thus been granted another 52-day "policy window," during which they can still immigrate to the United States at the low entry point of $500,000.
It is worth noting that the expiration date of this temporary budget act coincides with the effective date of the U.S. Citizenship and Immigration Services (USCIS) administrative reform regulations. This means that if Congress does not enact relevant legislation before November 21, the increase in EB-5 investment amounts will be a certainty.
Once the USCIS administrative regulations officially go into effect, the required EB-5 investment amounts will increase substantially. The investment amount for Targeted Employment Areas (TEAs) will rise from $500,000 to $900,000, and for non-TEA projects, it will increase from $1 million to $1.8 million. This marks the end of an era that has existed since 1990, in which immigration to the United States via EB-5 cost $500,000 for TEAs and $1 million for non-TEAs.
Therefore, for investors, November 21 is very likely the final deadline to maintain the $500,000 low-cost EB-5 investment immigration threshold. Those determined to obtain a U.S. Green Card must act quickly. It is expected that the number of investors using the EB-5 investment route will see a surge before November 21.
Currently, there is very little time left for investors. Once the opportunity for low-cost immigration to the U.S. is missed, it will not return. Now is the final sprint to catch the last bus before the U.S. investment immigration price hike.
When selecting an EB-5 project, investors should consider the following factors by "clearing three hurdles" to make the right choice: whether the project has been approved, whether the funding is in place, whether the employment creation required for I-829 condition removal can be achieved, the value of the collateral for the EB-5 loan, whether there are additional repayment guarantees, and the developer's strength. The Dallas No. 1 project, which is currently favored by many investors, is an excellent choice for helping investors successfully catch the last bus for low-cost U.S. immigration. This project boasts numerous advantages and provides significant protection for investors' interests.
Advantages of the Dallas No. 1 EB-5 Project:
● Dual approval of the project's I-526 exemplar and real-case investor petitions
● Located in a prime area and a growth pole of the U.S. economy with an excellent geographic position
● Developed and personally backed by a billionaire
● Total repayment collateral guarantee is 3.8 times the EB-5 capital
● Construction is progressing smoothly, and the project's required job creation has been exceeded
● Developer provides a refund guarantee to protect investors in case of I-526 denial
● EB-5 loan disbursements are audited by an independent third-party institution
● Pioneered the use of "buyer's counsel" to protect the rights and interests of EB-5 investors
● Dual independent oversight mechanism
● Safeguarded by a strong and professional EB-5 team
● Strong market demand and broad development prospects
It is recommended that investors who have decided to move to the U.S. and have ready financial resources should select the Dallas No. 1 EB-5 project as soon as possible and submit their applications to catch the "last bus" of the current $500,000 low-entry-threshold immigration policy.
