What are the application requirements for the Quality Migrant Admission Scheme in Hong Kong? Can I bring my family? The Quality Migrant Admission Scheme is a quota-based entrant scheme designed to attract highly skilled or talented persons to settle in Hong Kong to enhance its competitiveness. Successful applicants are not required to secure a local job offer before settling in Hong Kong. All applicants must first meet the basic eligibility requirements before they can be awarded points under one of the two points-based tests to compete for the quota. The two points-based tests are the "General Points Test" and the "Achievement-based Points Test".
I. Applicants must meet all of the following basic eligibility requirements:
Age
Applicants must be aged 18 or above when submitting their application under this scheme.
Financial Requirement
Applicants must demonstrate that they are capable of supporting and accommodating themselves and their dependants (if any) on their own financial resources without relying on public assistance during their stay in Hong Kong.
Good Character
Applicants must not have any criminal record or adverse immigration record in Hong Kong or elsewhere.
Language Proficiency
Applicants must be proficient in written and spoken Chinese (Putonghua or Cantonese) or English.
Basic Educational Qualifications
Applicants must have good educational qualifications, generally requiring a degree from a recognized university or tertiary educational institution. In exceptional circumstances, good technical qualifications, proven professional abilities, and/or experience and achievements supported by documentary evidence may also be considered.
Applicants who fail to provide satisfactory documentary evidence to prove that they meet all the above basic eligibility requirements will have their applications rejected immediately and will not be processed further.
Important Notes
The Director of Immigration has absolute discretion to award points to applicants under the two points-based tests of this scheme as deemed appropriate, and to approve or reject any application without giving reasons. This scheme or its details may be changed by the Director of Immigration as deemed appropriate without prior notice.
II. Entry of Dependants
Applicants under this scheme may apply to bring their spouse or the other party to a same-sex civil partnership, same-sex civil union, "same-sex marriage", opposite-sex civil partnership, or opposite-sex civil union entered into in accordance with local law in force at the time of the celebration and where such status is legally and officially recognized by the local authorities of the place of celebration, and unmarried dependent children under the age of 18 to Hong Kong under the prevailing dependant policy. Persons approved or currently applying under this scheme will become the sponsors of their accompanying dependants. The duration of stay for dependants of persons approved under this scheme is generally linked to that of their sponsor.
Applicants under this scheme are advised to submit their visa/entry permit applications for accompanying family members together with their own applications. If an applicant's points under the "General Points Test" include points for the educational qualifications of an accompanying married spouse or the number of accompanying unmarried dependent children under the age of 18, the applicant must submit visa/entry permit applications for such family members and submit them together with their own application.
Applicants for a dependant visa/entry permit must complete application form ID997.
