WorldWay Group has learned that at 4 AM Canadian time on June 16, the Quebec government parliament passed Bill 9 after a 19-hour marathon session, with a vote of 62 to 42, canceling approximately 16,000 unprocessed skilled immigration applications submitted before August 2, 2018, affecting 50,000 individuals including the applicants' family members, some of whom have been pending for as long as 14 years.
Initially, it was announced that 18,000 applications were canceled, but approximately 2,000 had already been processed. The final number is 16,000. However, of the nearly 2,000 applications processed by the immigration office, only 258 were approved, which is significantly below the average approval rate.
Bill 9 aims to enhance the socio-economic prosperity of Quebec and fully meet labor market demands by making significant changes to the previous Quebec immigration laws. The focus of the bill is to emphasize the French language proficiency of Quebec immigration applicants and their ability to integrate into Quebec society, considering factors such as whether the applicant's profession and skills align with the job market needs of Quebec. Bill 9 establishes a framework for the Quebec values test, which future immigration applicants must pass.
According to CBC, Quebec's Minister of Immigration Simon Jolin-Barrette stated before the vote: "For the public good, we need to change the immigration system because we must ensure that immigration is linked to labor market needs." Jolin-Barrette mentioned that the new law will reduce the waiting time for Quebec immigration applications from 36 months to 6 months.
The core change of the new law is to better select the immigrants that Quebec needs most, requiring applicants to have better French language skills and a greater ability to adapt and integrate into Quebec society.
This one-size-fits-all policy in Quebec has left many people in a painful state of shattered dreams. Immigration is a very important decision for a family, and from the moment an application is submitted, the relevant family has already been making various preparations to detach from their original residence. Once the application fails, many find themselves in a state of confusion. However, the decision is final, and those affected families can only attempt other means to obtain Canadian status.
In light of the significant changes in Quebec's skilled immigration policies, choosing a reliable immigration program is key to successfully immigrating to Canada. Regarding Quebec's investment immigration, the Quebec immigration department has extended the acceptance period for applications to August 31, 2019. For investors, the quotas and time are now very limited, making it wise to seize the opportunity, confirm their spots, and submit applications as soon as possible.
